Speaking at the 7th BIDV Trade Union Congress, Deputy Governor of the State Bank of Vietnam Pham Tien Dung affirmed: The Trade Union has been and is a reliable support for more than 29,000 union members and workers.
Today, I am honored to attend the 7th Congress of the Trade Union of the Joint Stock Commercial Bank for Investment and Development of Vietnam, term 2025 - 2030. On behalf of the Party Committee and the Board of Directors of the State Bank of Vietnam, I respectfully send to you, the delegates and distinguished guests, my best wishes for health and happiness. In particular, I would like to warmly welcome 258 delegates, representing more than 29,000 BIDV union members and employees, to attend today's Congress. I wish the Congress great success.

On June 24, 2025, the Secretariat issued Directive No. 48-CT/TW on leading the Congress of the Vietnam Fatherland Front and socio-political organizations at all levels, towards the Congress of the Vietnam Fatherland Front for the 2026-2031 term. Accordingly, trade unions at all levels in the Banking industry will organize the Congress in the fourth quarter of 2025, to ensure synchronization of the term with organizations in the political system. Despite the urgent preparation time, trade unions at all levels in the Industry have proactively implemented the plan on schedule.
I acknowledge and appreciate the congress organization work of BIDV Trade Union, from planning and directing the grassroots trade union congresses in the system, to preparing for the 7th BIDV Trade Union Congress. You have organized and implemented it urgently, seriously, practically and effectively in accordance with the direction and guidance of the Vietnam Banking Trade Union on organizing trade union congresses at all levels for the 2025-2030 term.
During the past term, BIDV has strived to overcome many challenges in the context of strong fluctuations in the world and domestic economy, while the Vietnamese banking industry entered a period of profound and strategic transformation for national financial stability: from the requirements of comprehensive digital transformation, promoting green finance, ensuring cyber security, to improving labor productivity and meeting increasingly high standards on human resource quality in the digital age.
In that context, BIDV has proactively adapted, pioneered the implementation of comprehensive digital transformation, perfected the synchronous digital ecosystem, thereby improving labor productivity, service quality and customer experience. BIDV continues to affirm its position as a key state-owned commercial bank, leading in scale and many important business indicators.
These achievements have had extremely practical contributions from the Trade Union and all union members and employees of BIDV. The Trade Union has been and is a reliable support for more than 29,000 union members and employees. Through ensuring jobs, stable income and implementing extensive internal security, comrades have created solidarity and sustainable motivation for dedication, which is a key factor contributing to the stability of the BIDV system.
In the context of restructuring, streamlining the apparatus associated with comprehensive digital transformation, the requirements for employees are increasingly high: they must continuously learn and adapt to changes in processes, technology and job position requirements. BIDV Trade Union not only plays a good role in caring for and protecting the rights of employees but also proactively accompanies and supports employees, aiming for a professional, friendly, people-centered working environment; thereby strengthening the trust of union members and employees and contributing to maintaining harmonious and stable labor relations.
The emulation movements of BIDV Trade Union spread strongly, associated with the strategic tasks of the Bank, along with exciting cultural and sports activities contributing to building discipline and responsibility, improving spiritual life and strengthening the connection between union members and workers.
Active social security activities with more than one trillion VND deployed during the term are clear evidence for the image of BIDV - a bank of the community, for the community, thereby leaving a deep impression on the social responsibility of the banking industry.
On behalf of the Board of Directors of the State Bank of Vietnam, I acknowledge, commend and congratulate the outstanding results and achievements that you have achieved during the past term.
The period 2025 - 2030 is a decisive period, implementing the country's development goals in the spirit of the Resolution of the National Party Congress. In the Draft Political Report submitted to the 14th Congress, the Party clearly identified the goal: "Building a modern Vietnamese working class, strong in both quantity and quality, with strong political will" , and at the same time emphasized “Continue to innovate the content and methods of operation, promote the core political role of the Vietnam Fatherland Front and socio-political organizations.”
As a large financial institution, BIDV must play a pioneering role in implementing macro goals. I hope that BIDV Trade Union will continue to closely follow the orientation and direction of the Vietnam Banking Trade Union, the Party Committee, and the Board of Directors of the State Bank; in line with the development strategy of the banking industry and BIDV development strategy for the period 2025-2030, aiming to build BIDV into a BIG - STRONG - GREEN Bank and for the goal of "Workers' Happiness Bank". I would like to emphasize the following key tasks:
Firstly , continue to widely disseminate to cadres, union members and workers the Resolutions of Party Congresses at all levels, draft documents of the 14th Party Congress, the 8th Congress of the Vietnam Banking Trade Union and the 14th Congress of the Vietnam Trade Union. Promote education and encourage the application of science and technology in the spirit of Resolution 57-NQ/TW of the Politburo; at the same time, train ethics, professional culture, office style, contributing to building a civilized and healthy working environment. This is a key task to improve productivity and help BIDV maintain its leading position in the digital age.
Second , proactively seek the direction of the Party Committee, closely coordinate with professionals to launch emulation movements to complete business tasks. Focus on the movement of good workers, creative workers; promote initiatives, apply technology, optimize costs, improve service quality with increasingly professional service style. Movements need to be specific, practical, suitable to the unit's characteristics and associated with key emulation movements such as the 75th anniversary of the establishment of the Bank of Vietnam, the 100th anniversary of the founding of the Party and the 100th anniversary of the Vietnam Trade Union.
Third , promote the role of the Executive Committee of trade unions at all levels in improving operational efficiency; regularly monitor, inspect, supervise, and promptly remove difficulties in implementing tasks. Strengthen innovation, creativity, and application of digital technology in trade union activities. In particular, focus on training and fostering skills and expertise for trade union officials so that the new Executive Committee has innovative thinking, creativity, and the ability to gather workers.
Fourth , continue to care for and protect the legitimate and legal rights and interests of union members; implement well the grassroots democracy regulations; promote periodic dialogue and collective bargaining. Focus on practical activities that bring direct benefits to union members. In particular, with the proportion of female workers being nearly 60%, it is necessary to pay close attention to policies and conditions for female workers, creating trust and attachment to the trade union organization.
Fifth, promoting its core role, BIDV Trade Union needs to continue to be the force that gathers and unites union members and workers in the entire system, especially in the context of Party organizations at units and branches of state-owned commercial banks being arranged to be directly under local Party committees according to Conclusion No. 208-KL/TW dated November 11, 2025 of the Politburo and Secretariat.
I propose that the new Executive Committee immediately after the Congress urgently develop a program of activities for the entire term, assign specific tasks to each member; complete the operating regulations according to the guidance of the Vietnam Banking Trade Union. Based on the Congress Resolution, it is necessary to develop a work program with appropriate solutions, select key points, and avoid spreading to ensure effectiveness and practicality.
With the outstanding achievements, valuable lessons and new spirit and determination of the Congress, I believe that the movement of workers, civil servants, laborers and BIDV Trade Union activities in the 2025 - 2030 term will continue to flourish, achieve many new successes, and make worthy contributions to the sustainable development of BIDV in particular and the stability and development of the Vietnamese banking industry in general.
