Mr. Pham Duc An Appointed Governor of the State Bank of Vietnam
On the morning of April 8, 2026, during the First Session of the 16th National Assembly, Mr. Pham Duc An was approved to serve as Governor of the State Bank of Vietnam.
The National Assembly voted to adopt a resolution approving the Prime Minister’s proposal regarding the appointment of members of the Government for the 2026–2031 term.

The National Assembly voted with an overwhelming majority
The morning session was chaired by National Assembly Chairman Tran Thanh Man. The National Assembly held a closed-door session and addressed several important matters related to high-level personnel appointments within the state apparatus.
Based on the proposals submitted by Prime Minister Le Minh Hung and the review reports from National Assembly committees, deputies discussed the matters and subsequently voted to approve the government’s organizational structure and the list of personnel.
Notably, regarding the approval of the appointment of the Minister and members of the Government for the 2026–2031 term, 481 out of 481 deputies voted in favor, equivalent to 100% of the deputies present (96.20% of the total number of National Assembly deputies).
This result demonstrates the National Assembly’s very high consensus on the personnel proposal submitted by the Government.
Mr. Pham Duc An assumes the position of Governor of the State Bank of Vietnam
According to the list approved by the National Assembly, Mr. Pham Duc An officially assumes the position of Governor of the State Bank of Vietnam for the 2026–2031 term.
The appointment of the head of the State Bank of Vietnam comes at a time when monetary policy continues to play a pivotal role in macroeconomic stability, inflation control, and supporting growth. This is considered one of the government’s key positions, directly influencing the management of the nation’s financial and monetary affairs.
Along with Mr. Pham Duc An, the list of ministers and government members also includes key personnel in sectors such as defense, public security, finance, industry and trade, education, and health, forming the administrative apparatus for the new term.
Completion of the New Government’s Organizational Structure
Previously, the National Assembly also passed a resolution on the structure and number of government members and approved the list of Deputy Prime Ministers with a very high approval rate.
Specifically, the Resolution approving the appointment of Deputy Prime Ministers for the 2026–2031 term was passed with 484 out of 485 deputies in favor, with the list including Mr. Pham Gia Tuc, Mr. Phan Van Giang, Ms. Pham Thi Thanh Tra, Mr. Ho Quoc Dung, Mr. Nguyen Van Thang, and Mr. Le Tien Chau.
Concurrently, the National Assembly also approved the appointments of Justices of the Supreme People’s Court and members of the National Defense and Security Council, thereby completing the high-level personnel system of the state apparatus.
