On April 16, 2026, BIDV Khanh Hoa and the Khanh Hoa Provincial Public Administration Service Center signed a cooperation agreement to implement the “Online Public Service Support Point” model.

The event was attended by Mr. Nguyen Thanh Ha, Vice Chairman of the Provincial People’s Committee, along with leaders from the State Bank of Vietnam, the Provincial Police, and relevant departments and agencies.

BIDV has been a pioneer in implementing the online public service model in many localities since 2025, starting in Hanoi with 34 branches and 205 transaction points, and subsequently expanding to Quang Binh, Binh Dinh, Dak Lak, and Da Nang. Practical implementation has shown that the model not only helps citizens access public services quickly and conveniently but also contributes to enhancing the effectiveness of administrative reform and increasing the value of the digital ecosystem.

In Khanh Hoa, under a cooperation agreement, 18 BIDV transaction points will be established as Online Public Service Support Points. Here, citizens and businesses receive comprehensive support—from account creation, document submission, and result inquiries to cashless payment of fees and charges—gradually fostering the habit of using digital public services within the community.

Speaking at the event, Ms. Doan Thi Tich—Deputy Director of the Corporate Customer Management Department representing BIDV—emphasized: “The model is designed to leverage the bank’s network and technological platform to serve as an ‘extension’ of the Public Administration Service Center, particularly at the grassroots level—where demand is high but access to technology remains limited.”

Leaders of the Khanh Hoa Provincial People’s Committee highly appreciated the collaboration between BIDV and relevant agencies, while affirming that the implementation of the model will play a significant role in enhancing service quality for citizens, improving administrative reform indicators, and promoting the development of a digital government at the local level.

Systematic and Secure Public Service Deployment

The rollout in Khanh Hoa was carried out systematically, ensuring full compliance with infrastructure and information security requirements, and is ready for official operation immediately following the signing ceremony. Going beyond administrative support, BIDV aims to expand the model toward developing a digital financial ecosystem in the public sector, featuring cashless payment solutions such as tuition, medical, and administrative fee collection, as well as QR code applications, thereby enhancing transparency, convenience, and modernization.

The signing ceremony marks not only a milestone in the partnership between BIDV and Khanh Hoa Province but also a significant step toward connecting the public sector with the financial-banking ecosystem, laying the groundwork for scaling the model across the entire province and other localities. In the coming period, BIDV is committed to continuing to invest resources, refine and expand the model, and partner with Khanh Hoa in the digital transformation process, aiming to serve citizens and businesses more effectively, conveniently, and modernly.
