The Banking Sector Honors Its Roots and Carries On the Glorious 75-Year Tradition of Building and Development

On May 5, 2026, the State Bank of Vietnam organized a meaningful pilgrimage to important historical sites associated with the formation and development of the banking sector.

The event embodies the principle of “remembering one’s roots” and pays tribute to previous generations on the occasion of the 75th anniversary of the establishment of the State Bank of Vietnam (May 6, 1951 – May 6, 2026). The delegation from the State Bank of Vietnam (SBV) was led by Comrade Pham Duc An, Member of the Party Central Committee, Party Secretary, and Governor of the SBV.

Journey to the Roots – Nurturing Traditions, Forging Trust

Attendees included former SBV leaders from various eras; current SBV leadership; the Central Bank Retirees’ Association; representatives from the SBV Party Committee, the Vietnam Bank Workers’ Union, SBV units, SBV branches in certain regions, and several credit institutions. From Tuyên Quang Province, the event was attended by Comrade Hau A Lenh, Member of the Party Central Committee and Provincial Party Secretary; along with representatives of the leadership of several units under the Provincial Party Committee.

At the Tan Trao Special National Historic Site in Tuyen Quang Province, the delegation offered incense and flowers at the Ho Chi Minh Monument, Tan Trao Communal House, and the Memorial to Revolutionary Forerunners. In a solemn atmosphere, the delegates reverently paid tribute to President Ho Chi Minh and the revolutionary forerunners, expressing deep gratitude for their immense contributions to the nation’s revolutionary cause.

Before the spirit of President Ho Chi Minh, the delegation expressed its determination to continue upholding revolutionary traditions, remain steadfast in the goals and ideals chosen by the Party and President Ho Chi Minh; to continuously study, train, and enhance political integrity and professional ethics; to build a united and cohesive banking sector, striving to successfully fulfill the assigned goals and tasks, and actively contributing to the country’s sustainable development in this new phase.

the National Congress held on August 16–17, 1945, which decided on the General Uprising to seize power

Subsequently, the delegation visited Hang Bong in Tan Trao Commune, Tuyen Quang Province—where President Ho Chi Minh once lived and worked during the resistance war. This site holds special significance for the banking sector, as it was here on May 6, 1951, that he signed Decree No. 15-SL establishing the State Bank of Vietnam—a historic milestone that laid the foundation for the formation and development of the revolutionary banking system.

Also as part of the program, at the Banking Sector Historical Site (Minh Thanh Commune, Tuyên Quang Province)—where the State Bank of Vietnam was headquartered during the resistance war—the delegation offered incense and flowers at the Historical Monument and the Tháp Thông Thiên; they also organized tree-planting and landscape maintenance within the grounds.

The Banking Sector Historical Site is where the State Bank of Vietnam was headquartered from April 1952 to October 1954. Here, the State Bank of Vietnam issued banknotes, recalled financial notes, and contributed to strengthening and stabilizing an independent and self-reliant monetary system; developed banking credit to support production and people’s livelihoods, making significant contributions to the victory of the resistance and nation-building efforts.

The commemorative activities at the historic site not only embody the principle of “remembering one’s roots” but also help preserve and promote the historical values of the banking sector, fostering a sense of pride among today’s banking officials. The peaceful, sacred setting amidst the mountains and forests further highlights the significance of this journey back to our roots—a place that preserves the memory of those difficult yet spirited and hopeful years.

Commemorating Comrade Nguyen Luong Bang—Vice President of the State and the First Governor of the State Bank of Vietnam

On the afternoon of May 5, a delegation from the State Bank of Vietnam arrived in Haiphong City to pay respects and tour the exhibition area at the Memorial Site of Vice President Nguyen Luong Bang, the first Governor of the State Bank of Vietnam. Representing Hai Phong City were Comrade Le Ngoc Chau, Member of the Party Central Committee, Secretary of the Hai Phong City Party Committee, and Head of the Hai Phong City Delegation to the 16th National Assembly; leaders of the City Party Committee, the People’s Council, and the People’s Committee of Hai Phong City; leaders of Nguyen Luong Bang Commune; and representatives of the Nguyen Luong family.

In a solemn atmosphere, the leaders, delegates, and the working delegation expressed their deep respect and gratitude to Comrade Nguyen Luong Bang, who made significant contributions to the financial and banking sector during the early years of the revolutionary state.

Comrade Nguyen Luong Bang was born on April 2, 1904, in Dong Village, Thanh Tung Commune, Thanh Mien District, Hai Duong Province, into a poor family with a patriotic tradition. Having been politically awakened at an early age, in December 1925, he began participating in revolutionary activities, joined the Revolutionary Youth League, and was sent to many countries to carry out revolutionary work... Comrade Nguyen Luong Bang was one of the first-generation communists who contributed to building our Party politically, ideologically, and organizationally. Comrade Nguyen Luong Bang’s revolutionary alias was “Red Star.”

At the Party’s National Congress, Comrade Nguyen Luong Bang was elected as a member of the Party Central Committee’s Standing Committee and was elected by the Tan Trao National Congress to the five-member Standing Committee of the National Liberation Committee, headed by President Ho Chi Minh. He played a leading role in the successful August General Uprising.

After the country gained independence, Comrade Nguyen Luong Bang held many important positions in the Party and the State, including the post of General Director of the State Bank of Vietnam (now the State Bank of Vietnam) from mid-1951 to March 1952. Over more than half a century of revolutionary activity, with a spirit of dedication, great intellect, far-sighted vision, and rich practical experience, he excelled in fulfilling the tasks entrusted to him by the Party, the State, and the people.

Comrade Pham Duc An, Comrade Le Ngoc Chau, along with SBV leaders, delegates, and the working delegation, paid tribute to Comrade Nguyen Luong Bang

To honor the contributions of the first Governor of the State Bank of Vietnam, the Banking Sector Trade Union collaborated with local authorities and the family of Comrade Nguyen Luong Bang to build the Memorial House of the Late Vice President Nguyen Luong Bang in Dong Village, Thanh Tung Commune, Thanh Mien District, Hai Duong Province (now Dong Village, Nguyen Luong Bang Commune, Hai Phong City). This is not only a place to preserve and showcase his life and career but also a prominent cultural site with profound educational significance, particularly for the younger generation in the banking sector.

The Banking Sector reaffirms its determination to carry forward this glorious tradition

The “return to the roots” journey marking the 75th anniversary of the establishment of the Vietnam Banking Sector is an activity of profound political and historical significance, contributing to traditional education and inspiring pride and a sense of responsibility among officials, civil servants, public employees, and workers across the sector.

Building on the glorious 75-year tradition of construction and development, the banking sector is determined to pursue bold reforms, improve the banking system; enhance the effectiveness and efficiency of monetary policy management; accelerate digital transformation; and develop a modern, safe, and internationally integrated banking system, contributing to the nation’s rapid, sustainable, strong, prosperous, and happy development.
