BIDV Announces Senior Management Appointments
On June 30, 2026, in Hanoi, the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV) held a ceremony to announce personnel decisions for the following positions: Party Committee Secretary, Chairman of the Board of Directors; Deputy Party Committee Secretary and General Director; and Deputy General Director of BIDV

During the event, Comrade Pham Duc An—Member of the Party Central Committee, Party Committee Secretary, Governor of the State Bank of Vietnam—presented the decision approving Comrade Le Ngoc Lam, Deputy Secretary of the BIDV Party Committee, to assume the position of Secretary of the BIDV Party Committee for the 2025–2030 term; a decision appointing Mr. Le Ngoc Lam as the representative of the State’s 25% equity stake in BIDV effective from the time he assumes the position of Chairman of the Board of Directors.
The BIDV Board of Directors announced a resolution electing Mr. Le Ngoc Lam—a member of the Board of Directors and CEO of BIDV—to serve as Chairman of the BIDV Board of Directors for the 2022–2027 term. The above decisions take effect on July 1, 2026.
Comrade Pham Duc An also presented the decision approving Comrade Hoang Viet Hung—a member of the Standing Committee of the BIDV Party Committee—to serve as Deputy Secretary of the BIDV Party Committee for the 2025–2030 term; a decision appointing Mr. Hoang Viet Hung as the representative for the State’s 15% equity stake in BIDV, effective from the time he assumes the positions of Board Member and CEO. The BIDV Board of Directors announced the decision to appoint Mr. Hoang Viet Hung (Deputy General Director of BIDV) to the position of General Director of BIDV. The above decisions take effect on July 1, 2026.
The BIDV Board of Directors also announced the decision to appoint Mr. Le Huy Hoang—Director of the Organization and Human Resources Department—and Mr. Vu Hoang Duong—Director of BIDV Branch 1—to the position of Deputy General Director of BIDV. The above decisions take effect on July 1, 2026.
Speaking at the ceremony, Mr. Pham Duc An—Member of the Party Central Committee, Secretary of the Party Committee, and Governor of the State Bank of Vietnam—emphasized: The restructuring of BIDV’s senior leadership team is a necessary step to enhance management and operational capabilities, meeting the requirements for development and integration in this new phase. Comrade Pham Duc An expressed his confidence that BIDV’s leadership will foster a spirit of unity and responsibility to continue effectively leading BIDV in carrying out the assigned tasks; maintain its role as the leading state-owned commercial bank in implementing monetary policy and providing capital to the economy. Through this, it will continue to make positive contributions to the sustainable development of the banking sector and the country.
On behalf of the newly appointed BIDV leaders, Mr. Le Ngoc Lam expressed his honor at being entrusted with this new responsibility by the Party, the State, the Government, the State Bank of Vietnam, the BIDV Board of Directors, and all staff and employees within the system. Effective July 1, 2026, he will assume the positions of Party Committee Secretary and Chairman of the Board of Directors of BIDV .*. Mr. Hoang Viet Hung was born in 1972. He began working at BIDV in 1996 and has held positions such as Director of the BIDV Nghe An Branch, Director of the Human Resources Department, and Deputy General Director of BIDV. Effective July 1, 2026, he will assume the following positions: Deputy Secretary of the Party Committee, Member of the Board of Directors, and General Director of BIDV .*. Mr. Vu Hoang Duong was born in 1974. He began working at BIDV in 1995 and has held positions such as Director of the Corporate Client Relations Department, Director of the BIDV Tay Ho Branch, and Director of the BIDV Trading Office 1 Branch. Effective July 1, 2026, he was appointed Deputy General Director of BIDV .*. Mr. Le Huy Hoang was born in 1979. He began working at BIDV in 2002 and has held positions such as Director of the BIDV Dong Da Branch, Director of the BIDV My Dinh Branch, Director of the BIDV Hanoi Branch, and Director of the Human Resources Department. Effective July 1, 2026, he was appointed Deputy General Director of BIDV. |
