Honoring Those Who Contributed to the Revolution—The Banking Sector Donates 300 Billion VND
With the approval of the Politburo, the Ministry of Home Affairs, in coordination with the Ministry of National Defense, the Ministry of Public Security, and the Hanoi People’s Committee, the People’s Daily, and Vietnam Television organized the “2026 National Conference to Honor Those Who Have Contributed to the Revolution and Launch the Campaign to Strengthen Care for Those Who Have Contributed to the Revolution, in Preparation for the 80th Anniversary of War Invalids and Martyrs’ Day.”
This is a meaningful activity commemorating the 79th anniversary of War Invalids and Martyrs’ Day (July 27, 1947 – July 27, 2026),
At the conference, the banking sector presented a symbolic plaque representing a contribution of 300 billion VND in support of the campaign to “Strengthen Care for Those Who Have Contributed to the Revolution,” further affirming the banking sector’s role and responsibility in social welfare efforts and in honoring those who have contributed to the revolution and the nation.
Attendees at the conference included Comrade Le Minh Hung, Member of the Politburo and Prime Minister; leaders of the Party, the State, the National Assembly, and the Central Committee of the Vietnam Fatherland Front; leaders of various committees, ministries, sectors, and localities; as well as delegates including outstanding individuals who have rendered meritorious service to the revolution from across the country, Heroic Mothers of Vietnam, Heroes of the People’s Armed Forces, Labor Heroes from the resistance war era, veteran revolutionary cadres, pre-revolutionary cadres, historical witnesses, and representatives of the families of martyrs.
Representing the banking sector was Comrade Pham Duc An, Member of the Party Central Committee, Secretary of the Party Committee, and Governor of the State Bank of Vietnam.
As one of the key activities leading up to the 80th anniversary of War Invalids and Martyrs’ Day (July 27, 1947 – July 27, 2027), the 2026 National Conference to Honor Those Who Have Contributed to the Revolution holds special significance, reflecting the sentiments and responsibility of the Party, the State, and the people toward those who have sacrificed and contributed to the revolutionary cause, national liberation, and the construction and defense of the Fatherland. At the same time, this is also an opportunity to review the results of implementing preferential policies for those who have contributed to the revolution and efforts to repay their sacrifices over the past period; to continue expressing gratitude and honoring those who have contributed to the revolution and the families of martyrs, thereby helping to promote the national tradition of “remembering one’s roots.”
On June 24, 2026, the Standing Committee of the Party Central Committee signed and issued Conclusion No. 57 on organizing activities leading up to the 80th Anniversary of the Day of War Invalids and Martyrs (July 27, 1947 – July 27, 2027). The Conclusion calls for intensifying publicity efforts to highlight the political, historical, and humanitarian significance of the event; while also prioritizing the effective implementation of tasks related to the search for, exhumation, and identification of the remains of martyrs; strengthening the application of science, technology, digital transformation, and DNA testing; and to promptly complete a unified database on those who have contributed to the revolution and martyrs, thereby helping to better fulfill the work of expressing gratitude and repaying their sacrifices.
These policies continue to affirm the Party and State’s deep concern for the welfare of those who have contributed to the revolution and their families. General Secretary and President To Lam emphasized: “Policies regarding those who have contributed to the revolution, the work of searching for, exhuming, and identifying the remains of martyrs is a particularly important political task, holding profound moral, historical, and humanitarian significance; it serves as a measure of the Party and State’s responsibility toward those who sacrificed their lives for the nation’s independence and freedom.”
In accordance with the policies of the Party and the State, the “500 Days and Nights Campaign to Intensify the Search, Recovery, and Identification of the Remains of Martyrs,” launched nationwide in the first quarter of 2026, is now entering its peak phase. To date, 1,482 sets of martyrs’ remains and 7 mass graves of martyrs have been located and exhumed; 8,462 hectares of land have been cleared of bombs, mines, and explosive devices; samples have been collected from 71,491 graves of martyrs with unknown information; and approximately 243,000 biological samples from relatives have been collected to support DNA testing. Meanwhile, since early July 2026, all 34 provinces and cities have simultaneously begun construction or renovation of 3,600 homes for the biological children of resistance fighters exposed to chemical toxins who are currently receiving monthly preferential allowances and living in temporary or dilapidated housing.
A highlight of the conference was the program to return mementos to the relatives of martyred heroes. These mementos and artifacts not only hold historical value but also carry profound spiritual significance, helping to preserve memories and honor the sacrifices of the martyred heroes, while also demonstrating the concern of the Party, the State, and relevant agencies for the relatives and families of the martyrs.
Caring for those who have contributed to the revolution is a major policy of the Party and the State
In his guiding remarks at the conference, Comrade Le Minh Hung, Member of the Politburo and Prime Minister, emphasized that caring for those who have contributed to the revolution is a major policy of the Party and the State. The Prime Minister affirmed that paying attention to and caring for the material and spiritual well-being of those who have contributed to the revolution and their families is not only a regular political task but also contributes to strengthening the great unity of the entire nation, educating about patriotic traditions, and inspiring a spirit of dedication in today’s generations.
The Prime Minister urged all levels of government, sectors, and localities to continue effectively implementing the Party and State’s policies and directives regarding those who have contributed to the revolution; resolutely carry out key tasks leading up to the 80th anniversary of the Day of War Invalids and Martyrs; simultaneously, to strengthen the mobilization of social resources, promote the “Repaying Gratitude” campaigns, and establish the Gratitude Fund and the Solidarity Savings Account; improve the living standards of those who have contributed to the revolution; intensify publicity and education on patriotic traditions and the nation’s history of struggle to build and defend the country, integrating the use of technology and digital transformation to create a ripple effect, especially among the younger generation.
On this occasion, Prime Minister Le Minh Hung officially launched the “Strengthening Care for Those Who Have Contributed to the Revolution” campaign, calling on the entire political system, all levels of government, all sectors, the business community, organizations, and individuals both at home and abroad to join hands in supporting this effort, thereby contributing to the effective implementation of care programs for those who have contributed to the revolution and their families.
Honoring Those Who Have Contributed to the Revolution—the banking sector donates 300 billion VND
At the conference, Comrade Bui Thi Minh Hoai, Member of the Politburo, Member of the Party Central Committee, and Chairwoman of the Central Committee of the Vietnam Fatherland Front, received donations from businesses and corporations in response to the campaign “Strengthening Care for Those Who Have Contributed to the Revolution.” On behalf of the banking sector, Governor Pham Duc An presented a symbolic plaque representing a total contribution of 300 tỷ đồng.
Of this amount, the Vietnam Bank for Investment and Development, the Vietnam Joint Stock Commercial Bank for Industry and Trade, the Vietnam Bank for Agriculture and Rural Development, the Vietnam Joint Stock Commercial Bank for Foreign Trade, and the Military Bank each contributed 20 billion VND. Ten joint-stock commercial banks, including: Vietnam Prosperity Bank, Vietnam Technological and Commercial Bank, Asia Commercial Bank, Saigon Thuong Tin Bank, Saigon-Hanoi Bank, Ho Chi Minh City Development Bank, Tien Phong Bank, Loc Phat Vietnam Bank, Southeast Asia Bank, and Vietnam International Bank, each contributing 15 billion VND. Five joint-stock commercial banks—including Vietnam Maritime Bank, Nam A Bank, Vietnam Export-Import Bank, Bac A Bank, and An Binh Bank—each contributed 10 billion VND.
Over the past many years, the banking sector has consistently been one of the pioneers in implementing social welfare programs nationwide. In addition to effectively fulfilling its political responsibilities, the banking sector has consistently allocated significant resources to support programs for sustainable poverty reduction, new rural development, education, healthcare, disaster relief, and care for vulnerable groups, thereby helping to foster a spirit of mutual support and uphold the nation’s fine traditions.

Recently, a SBV delegation led by Governor Pham Duc An organized a pilgrimage to pay respects and offer incense and flowers in memory of heroes and martyrs in the three provinces of Quang Tri, Ha Tinh, and Nghe An; while also providing social welfare assistance totaling 30 billion VND (10 billion VND per province) to support the implementation of social welfare programs in those areas.
The banking sector’s collective effort at the conference was a practical initiative in response to the campaign “Strengthening Care for Those Who Have Contributed to the Revolution,” contributing alongside the entire political system to effectively carry out work to honor and repay those who have served the nation, in anticipation of the 80th anniversary of War Invalids and Martyrs’ Day. Through this, the banking sector continues to affirm its fine traditions, helping to promote the humanitarian values and moral principles of “Remembering the Source” and “Repaying Gratitude,” and working together to better care for the lives of those who have contributed to the revolution and their families.
