National Conference on Studying and Implementing the Resolution of the 3rd Central Committee Session
On the morning of July 29, 2026, the Politburo convened a national conference to study, learn, thoroughly grasp, and implement the Resolution of the Third Plenary Session of the 14th Central Committee of the Party.

Representing the State Bank of Vietnam, Comrade Pham Duc An—Member of the Party Central Committee, Secretary of the Party Committee, and Governor of the State Bank of Vietnam (SBV)—attended the conference at the Dien Hong venue.

The meeting was held in a hybrid format, combining in-person and online participation, connecting from the central venue—the Dien Hong Hall at the National Assembly—to venues at various departments, ministries, sectors, central agencies, localities, and other organizations and units.
In accordance with the full-term work program, the Third Plenary Session of the 14th Central Committee of the Party was held from July 20–24, 2026, in the capital city of Hanoi. After reviewing and discussing the proposals and reports submitted by the Politburo, the Central Committee reached a high degree of consensus on major policies and guidelines regarding Party building, the political system, and the development and defense of the country.
The Central Committee of the Party calls on the entire Party, the entire people, and the entire armed forces to continue upholding the tradition of patriotism; to maintain solidarity, unity, and a shared resolve; to uphold the spirit of self-reliance, self-strengthening, innovation, and creativity; to strive to overcome all difficulties and challenges; and to be determined to successfully implement the resolutions of the Party’s 14th National Congress.
At the conference, delegates will hear presentations from Party leaders on the following topics: The Resolution on Reforming Vietnam’s Development Model and the Resolution on Building and Developing Vietnam into a Strong Maritime Nation, presented by Nguyen Thanh Nghi, Member of the Politburo, Member of the Party Central Committee, and Head of the Central Committee’s Policy and Strategy Commission; Politburo Member, General, and Minister of Public Security Luong Tam Quang, who presented a topic on the National Security Strategy and the Resolution on building a disciplined, safe, civilized, harmonious, and developed society; Politburo Member and Permanent Deputy Prime Minister Pham Gia Tuc presented the key points, of Conclusion No. 75-KL/TW on environmental protection and proactive responses to climate change in the new era, and Resolution No. 21-NQ/TW on the perspectives and orientations for amending the Land Law and related laws; Comrade Nguyen Duy Ngoc, Member of the Politburo, Member of the Party Central Committee, and Head of the Central Organization Commission, delivered a briefing on the topic: “Conclusions on Continuing to Improve and Effectively Operate the Overall Organizational Model of the Political System and the Two-Tier Local Government Model.” Comrade Tran Sy Thanh, Member of the Politburo, Member of the Party Central Committee, and Chairman of the Central Inspection Commission, delivered a presentation on the topic: “Regulations on What Party Members Must Not Do.”
In his closing remarks at the conference, General Secretary and President To Lam emphasized: The Third Central Committee Session reached a high degree of consensus on many issues and adopted major policies regarding Party building, the political system, and the development and defense of the country. This is an important step in implementing the Party’s 14th National Congress Resolution, linking the tasks for 2026 with the goals for the entire term, through 2030 and 2045. These decisions are all aimed at enhancing the Party’s leadership and governance capabilities, as well as its capacity to manage, develop, and defend the country; ensuring the political system operates more effectively, unlocking resources, improving the people’s livelihoods, and promoting national development.
“We have reached a consensus: Implementation must be clear in terms of tasks, personnel, deadlines, results, and accountability. The quality of implementation is the measure of the Party’s leadership and governance capabilities and the effectiveness of the system’s operation; we must turn understanding into action and determination into results,” emphasized the General Secretary and President.
In that spirit, General Secretary and President To Lam called on the entire Party and the entire political system to focus on thoroughly understanding and effectively implementing the following five points:
First, unify understanding, thoroughly grasp the guiding ideology, new elements, and the organic relationships among the Central Committee’s policies and strategic shifts; understand them correctly to ensure unified action.
Second, urgently and comprehensively translate these policies into action plans and programs that are grounded in reality, focused on key priorities, clearly defined in terms of priority order, and interconnected among tasks.
Third, enhance the capacity for organizational implementation and ensure all necessary conditions for execution are in place so that the political system operates smoothly and interacts effectively.
Fourth, continue to build a cadre of officials with the necessary qualities, capabilities, and credibility to meet the demands of their tasks; emphasize the responsibility to lead by example and the decisive role of top leaders.
Fifth, establish strict enforcement discipline; strengthen inspection, supervision, information dissemination, publicity, and evaluation based on data, deliverables, and actual results; and take the interests and satisfaction of the people as the ultimate measure.
General Secretary and President To Lam stated that today’s conference marks the beginning of an implementation phase with higher demands for responsibility, discipline, and effectiveness. The issues decided by the Central Committee must be immediately translated into specific programs, tasks, deliverables, and tangible results. Therefore, the General Secretary and President urged Party committees at all levels, Party organizations, agencies, localities, and their leaders to get to work immediately; to clearly identify priorities, designate responsible parties, define responsibilities, and set timelines, while ensuring all necessary conditions for implementation are in place. The results of this work must be verified through tangible progress, effective service delivery, and the satisfaction of the people.
“At every level, in every sector, and among every official and Party member, we must turn awareness into action and determination into tangible results. With the Party’s unified leadership, the coordinated actions of the entire political system, and the united support of the people, we will certainly put the documents of the 3rd Central Committee Session into practice, contributing to the successful implementation of the Party’s 14th National Congress Resolution,” General Secretary and President To Lam emphasized.
