BIDV launches the transition finance framework 2026
Setting standards to direct capital flows for Vietnam's green transition pathway

As Vietnam advances toward its target of Net Zero by 2050, accelerating decarbonisation has become an urgent imperative - particularly for high-emitting sectors. Key economic drivers such as power generation, steel, cement, chemicals, transport, and export manufacturing are actively upgrading technology, improving energy efficiency, and reducing carbon intensity. However, this long-term journey requires dedicated, structured financing and clear transition pathways.
To establish classification standards and direct capital flows toward this transition, BIDV has officially launched the BIDV Transition Finance Framework 2026. The Framework serves as a comprehensive benchmark for the Bank to identify, evaluate, and manage financing for projects, assets, and activities that yield real, measurable, and verifiable emission reductions.
Unlike green finance, which primarily targets projects already meeting low-emission thresholds, transition finance focuses on enterprises that cannot turn "green" overnight but possess credible decarbonisation potential and plans. Through this initiative, businesses gain broader access to capital for technological upgrades, energy efficiency enhancements, and operational optimization - ultimately bolstering their competitiveness amid increasingly strict global carbon standards.
The Framework was developed with reference to the latest international market standards and guidelines, including those issued by the International Capital Market Association (ICMA), the Loan Market Association (LMA), the ASEAN Taxonomy, the Singapore-Asia Taxonomy, and sectoral decarbonisation pathways from the Transition Pathway Initiative (TPI). It is built upon three core principles: alignment with science-based pathways, prevention of carbon lock-in, and compliance with the “Do No Significant Harm” (DNSH) principle regarding other environmental and social objectives.
The launch of the BIDV Transition Finance Framework 2026 adds a vital pillar to the Bank’s sustainable finance ecosystem, highlighting its commitment to partnering with businesses in hard-to-abate sectors.
