BIDV and HDbank signed a sub-loan contract for international credit projects funded by the WB.
Over the past years, with the trust and entrustment of the Government and the Ministry of Finance, the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV) has successfully and effectively deployed capital sources sponsored by the World Bank (WB) for the Government of Vietnam, especially in the field of supporting agricultural and rural economic development and sustainable development.
The 3 Rural Finance Projects (RFF) were launched in 1996 by the State Bank as the managing agency, with a total actual capital of up to 548 million USD. In the project, BIDV was assigned by the Government as a "wholesale bank" since 2002, with the goal of developing rural agriculture and reducing poverty. The project has been implemented through participating financial institutions (PFI) to people and businesses across the country.
The Vietnam Sustainable Agriculture Transformation Project (VnSAT) has a total WB loan of 237 million USD, managed by the Ministry of Agriculture and Rural Development, supporting the Sustainable Agriculture Development Project. In the project, BIDV performs the role of wholesale bank, managing and re-lending credit capital of 105 million USD, disbursing, through PFIs to lend to support businesses to upgrade technology and rice processing equipment in the Mekong Delta, and farmers to replant coffee trees in the Central Highlands.
Continuing to implement the role of the focal bank managing the credit capital sources sponsored by the WB, on June 10, 2025, in Hanoi, BIDV and Ho Chi Minh City Development Joint Stock Commercial Bank (HDBank) held a Sub-loan Contract Signing Ceremony for HDBank to officially become a financial institution participating in the project, starting to deploy lending of credit capital sources for rural agriculture and VnSAT, supporting rural agriculture through HDBank's branch network system, with an initial limit of 500 billion VND.
The signing ceremony was solemnly held at BIDV Transaction Office 3 with the participation of representatives of the management board and functional departments of the two banks, along with the board of directors and staff of Transaction Office 3 branch.
Ms. Tran Anh Thu - Director of BIDV Transaction Office 3 and Mr. Tran Hoai Nam - Deputy General Director of HDBank represented the two units to sign the contract.
At the signing ceremony, Mr. Doan Viet Nam - Deputy General Director of BIDV shared: "In recent years, the relationship between BIDV and HDBank has been continuously expanded in many fields such as interbank transactions, payment deposits, treasury, multilateral payments, trade finance and now international financing projects such as TCNT and VnSAT. BIDV always highly appreciates and believes in HDBank's project disbursement capacity and hopes that HDBank will soon disburse the entire scale of the initial credit limit of 500 billion VND, and soon have growth with a more worthy scale in the near future."

Mr. Tran Hoai Nam - Deputy General Director of HDBank said at the signing ceremony: "HDBank expressed his joy and will soon disburse the entire scale of this credit limit, hoping for better growth in the coming time, helping to maintain and accelerate HDBank's agricultural lending strategy, more broadly achieving the set goals of the TCNT 2-3 and VnSAT Projects, which is to strengthen the capacity of the banking system in better financing the economic development process in rural areas, supporting the implementation of the Government's agricultural restructuring project, more broadly sustainable, smart - high-tech, environmentally friendly agriculture... ensuring compliance with safety and efficiency requirements within the framework of the projects".

The signing of the sub-loan contract for international credit projects funded by the World Bank this time not only marks another step in cooperation in the relationship between BIDV and HDBank, but also opens up many new development expectations in the future.
