BIDV and Banks Provide Joint Financing for Strategic Transportation Infrastructure

BIDV has collaborated with the project company and the consortium of investors to officially complete the preparatory work leading up to the signing of the syndicated loan agreement. The signing of the credit agreement for the Ho Chi Minh City–Trung Lương–Mỹ Thuận Expressway expansion project marks a significant milestone in establishing a solid financial foundation to ensure this key transportation project proceeds according to schedule.

Speaking at the signing ceremony, Deputy Minister of Construction Bui Xuan Dung warmly congratulated all parties and emphasized the urgent importance of constructing and expanding this expressway under the public-private partnership (PPP) model. The project will not only thoroughly resolve traffic congestion and improve traffic safety but will also directly reduce logistics costs, enhance competitiveness, and open up entirely new economic development opportunities for the Mekong Delta region.

The Deputy Minister affirmed that the participation of six major commercial banks—including the proactive involvement of leading retail and project financing banks—demonstrates that the financial plan has been thoroughly researched and evaluated, reflecting full confidence in the capabilities of the investor consortium and the project’s prospects.

To ensure the successful completion of the project, the Ministry of Construction requires the investor consortium and the project company to urgently and closely coordinate with the financing banks to finalize all conditions for disbursement and to manage public funds transparently and effectively. Contractors must allocate maximum human resources and equipment to ensure scientific construction methods, while strictly controlling progress and quality. At the same time, the Vietnam Road Administration will work closely with all units to promptly resolve any issues related to construction sites and material supplies, and is determined to bring the project to completion ahead of schedule.

Making effective use of every dong to deliver long-term value

The Ho Chi Minh City–Trung Lương–Mỹ Thuận Expressway expansion project spans over 9 km, connecting Ho Chi Minh City, Tây Ninh, and Đồng Tháp. Construction began in December 2025, and the project is scheduled to open to traffic in 2028. With a total investment of 36,125 tỷ đồng funded entirely through private-sector resources and without using state budget funds, the project adopts the PPP++ model developed by the Deo Ca Group.

Construction must proceed while ensuring the continued operation of the existing highway, which handles extremely heavy traffic. The project employs a phased construction approach combined with modern cement-stabilized soil pile technology to shorten the construction timeline. Notably, the comprehensive application of digital transformation through the Building Information Modeling (BIM) framework—from surveying and design to operations management—has helped optimize construction quality control. To date, construction output at the site has reached approximately 1,500 tỷ đồng, with nearly 1,100 personnel and hundreds of pieces of machinery and equipment operating day and night.
