Businesses and individuals are invited to submit proposals for strategic technology initiatives
Businesses, research institutes, higher education institutions, science and technology organizations, and individuals may submit proposals for strategic research and technology development projects to the Ministry of Science and Technology by September 30.
On September 16, the Ministry of Science and Technology issued Notice No. 392/TB-BKHCN, calling for proposals for strategic technology research and development projects under the Special National Program on Science, Technology, and Innovation for Strategic Technologies.
The call for proposals is directed at businesses, research institutes, higher education institutions, science and technology organizations, and individuals. The program is being implemented pursuant to Decision No. 1493/QĐ-TTg dated August 6, 2026, issued by the Prime Minister.

It is worth noting that proposers are not limited to research institutes, higher education institutions, or science and technology organizations. Businesses and individuals may also directly propose strategic technology development projects.
What types of tasks can be proposed?
According to the announcement, task proposals are structured under one of two scenarios.
The first scenario involves strategic technology development tasks assigned by the Prime Minister to the Ministry of Science and Technology as the managing agency under Decision No. 808/QĐ-TTg dated May 6, 2026.
The second category consists of tasks aimed at developing technologies and products listed in the Strategic Technology Catalog and the Strategic Technology Product Catalog, which were issued by the Prime Minister under Decision No. 21/2026/QĐ-TTg dated April 30, 2026.
For this group, proposed tasks that do not fall under the provisions of Decision No. 808/QD-TTg have been assigned by the Prime Minister to nine ministries and sectors, including the Ministry of Agriculture and Environment, the Ministry of Industry and Trade, the Ministry of Health, the Ministry of Construction, the Ministry of Education and Training, the Ministry of Defense, the Ministry of Public Security, the State Bank of Vietnam, and the Vietnam Academy of Science and Technology.
Thus, in addition to the tasks already assigned to the Ministry of Science and Technology as the lead agency, this call for proposals also accepts proposals for the development of technologies and products falling under the categories of strategic technologies and strategic technology products, provided they do not fall within the scope of the tasks assigned to the nine ministries and sectors mentioned above.
The open call for proposals, which allows for participation by a wide range of entities, also creates opportunities for ideas on the development of strategic technologies and products to be proposed directly by businesses, research institutes, universities, science and technology organizations, and individuals.
Proposals must be submitted by September 30
Proposal documents must be prepared in accordance with Circular No. 42/2026/TT-BKHCN dated July 1, 2026, issued by the Minister of Science and Technology, which stipulates the procedures, procedures for the development, evaluation, and approval of commissioned strategic technology research and development tasks under the Program.
