Resolution of the Regular Government Meeting for August 2026

The Government issued Resolution No. 262/NQ-CP on September 5, 2026, regarding the August 2026 regular Government meeting.

In the Resolution, the Government requires ministries, sectors, and localities to improve the quality of drafting, reviewing, enacting, and implementing laws; prioritize promoting growth while controlling inflation; vigorously implement the development of science, technology, innovation, and digital transformation; and proactively and promptly develop plans to prevent, combat, respond to, and mitigate the consequences of natural disasters...

Several new regulations on contractor selection take effect on September 9, 2026

Permanent Deputy Prime Minister Pham Gia Tuc, on behalf of the Government, signed and issued Decree No. 349/2026/ND-CP on September 9, 2026, amending and supplementing certain articles of the decrees detailing certain provisions and enforcement measures of the Bidding Law regarding the selection of contractors.

Specifically, Decree No. 349/2026/ND-CP amends and supplements certain articles of Decree No. 214/2025/ND-CP as follows: It introduces a mechanism to exclude bids with price discrepancies exceeding 30% of the average price; adding certain cases eligible for direct award; raising the threshold for the value of a bid package or procurement item that agencies or units may independently decide to procure from no more than VND 50 million to no more than VND 100 million; and raising the threshold for direct award: Specifically, direct award applies to procurement packages under a procurement budget that does not constitute a project, with a contract value not exceeding VND 1 billion (the previous threshold was VND 500 million); consulting service contracts under a project with a contract value not exceeding VND 3 billion (the previous threshold was VND 800 million); non-consulting service, goods, construction, and mixed contracts under the project with a contract value not exceeding VND 3 billion (the previous limit was VND 2 billion)...

Preferential Policies and Support for the Manufacturing Industry Serving the Electricity Sector

The Government issued Decree No. 344/2026/NĐ-CP regulating the application of science and technology and the development of the manufacturing industry in the power sector; specifically, it clearly stipulates preferential policies and support measures for the manufacturing industry serving the power sector.

The Decree specifies general preferential policies for enterprises manufacturing electrical equipment in the power sector; mechanisms for the use of key components, equipment, and consulting services in the power sector; mechanisms for procurement and incentives for electrical equipment products; the supply of items, equipment, and services produced domestically; support for product testing, evaluation, and certification; support for research, the application of science and technology, and digital transformation in the power sector; support for high-quality human resources; support from the state budget.

Increasing the level of support for agricultural insurance premiums

Deputy Prime Minister Nguyen Van Thang, on behalf of the Government, signed Decree No. 346/2026/ND-CP on September 5, 2026, amending and supplementing certain articles of Decree No. 58/2018/ND-CP dated April 18, 2018, of the Government on agricultural insurance.

In particular, Decree No. 346/2026/ND-CP has amended and supplemented the provisions on the support rate in Article 19 as follows:

1- Individuals engaged in agricultural production who are classified as poor or near-poor households: Support of up to 95% of agricultural insurance premiums (currently 90%).

2- Individuals engaged in agricultural production who are not classified as poor or near-poor households: Maximum support of 50% of agricultural insurance premiums (currently 20%).

3- Agricultural production organizations: A maximum subsidy of 30% of agricultural insurance premiums (an increase of 10% from the current rate) for enterprises established under the Enterprise Law or cooperatives, cooperative unions, and cooperative federations established under the Cooperative Law, provided they meet the prescribed conditions.

Preferential occupational allowance scheme for healthcare workers

Deputy Prime Minister Pham Thi Thanh Tra, on behalf of the Government, signed and issued Decree No. 350/2026/ND-CP on September 9, 2026, stipulating the preferential occupational allowance system for healthcare workers.

The Decree specifies allowance rates ranging from 30% to 80%, applicable to specific categories of personnel.

Specifically, the 80% allowance applies to:

a) Medical professionals regularly and directly assigned to perform the following tasks: examination, treatment, testing, and care for patients with mental disorders; forensic medicine and forensic psychiatry; emergency resuscitation (including emergency care, intensive care, and toxicology); and pathology;

b) Medical professionals at commune-level health stations and preventive healthcare facilities: in border areas and on islands; in Communes in Zone II (disadvantaged communes) and Zone III (extremely disadvantaged communes) in ethnic minority and mountainous regions, as defined by the Government.

5 Key Measures to Build Harmonious, Stable, and Progressive Labor Relations in the New Context

Deputy Prime Minister Pham Thi Thanh Tra signed Decision No. 1764/QD-TTg on September 10, 2026, issuing the Action Plan to implement Directive No. 37-CT/TW dated September 3, 2019, of the Party Central Committee’s Secretariat on strengthening leadership and guidance for building harmonious, stable, and progressive labor relations in the new context, for the 2026–2030 period and beyond (the Plan).

The Plan sets out five key tasks and solutions, including: 1- Conducting publicity and outreach to raise awareness and promote the development of harmonious, stable, and progressive labor relations; 2- Enhancing the effectiveness and efficiency of state management over labor relations; 3- Improving the effectiveness of trade union operations; 4- Promoting dialogue and collective bargaining activities; 5- Effectively resolving labor disputes and strikes.

Bringing about a significant shift in thinking and approaches to tourism development

Deputy Prime Minister Pham Thi Thanh Tra, on behalf of the Government, signed Resolution No. 263/NQ-CP on September 7, 2026, issuing the Government’s Action Plan to implement Resolution No. 26-NQ/TW dated August 22, 2026, of the Politburo on developing Vietnam’s tourism sector into a key economic sector in the new era (the Program).

The Program aims to bring about a significant shift in the mindset and approach to tourism development, focusing on depth, quality, efficiency, sustainability, and the creation of high added value; to leverage the role of tourism as a growth driver, linked to digital transformation, green transformation, cultural development, ensuring national defense and security, and enhancing national competitiveness.

The Program aims to achieve the following key targets by 2030: Attract 45–50 million international tourist arrivals; generate total tourism revenue of 80–USD 90 billion; contribute 10–12% directly to GDP; ranking 1st to 3rd in Southeast Asia in terms of tourism scale and growth rate...

Developing the Chi Ma Border Gate as a smart, modern border gate

Deputy Prime Minister Pham Gia Tuc signed Decision No. 1723/QD-TTg on September 4, 2026, approving the Master Plan for the Chi Ma Border Gate Area, Lang Son Province, through 2045, with the objective of developing the Chi Ma Border Gate into a smart, modern border gate that applies digital technology and digital transformation in the management, control, and clearance of goods to enhance the efficiency of imports and exports; create jobs and income for residents in the border area; enhance competitiveness, foster a favorable business environment, attract business investment in the border area, and promote local economic development.

Develop the Chi Ma Border Gate area into a civilized, modern region with a friendly social environment. Establish a national and international-level center for border services, border trade, and tourism services...

Transfer the National Sports Complex, as is, to the Ministry of Defense for management

In Resolution No. 264/NQ-CP dated September 7, 2026, the Government resolved to approve the transfer of the National Sports Complex; specifically, to transfer the National Sports Complex in its current state to the Ministry of Defense for management, and to transfer a portion of the land area included in the National Sports Complex master plan to the Hanoi City People’s Committee for management.

Supporting Lai Chau Province in building a centralized resettlement area for households in Muong Than Commune

Deputy Prime Minister Nguyen Van Thang signed Decision No. 1742/QD-TTg dated September 8, 2026, on behalf of the Prime Minister, to provide VND 100 billion from the 2026 central government budget reserve to Lai Chau Province to implement the project to construct a centralized resettlement area for households in Muong Than Commune.
