In 1935, comrade Kaysone Phomvihane, whose name was Nguyen Tri Muu, came to Hanoi to take the entrance exam to Buoi School (now Chu Van An High School). During his time at Buoi School, he followed the guidelines of the Indochinese Communist Party and President Ho Chi Minh. After that, he continued to take the entrance exam to Hanoi Law School - Indochina University, interested in legal issues and wanting to learn about the essence of the French colonial rule in Indochina.

He was a revolutionary activist, General Secretary, Chairman of the Central Committee of the Lao People's Revolutionary Party, Chairman of the Council of Ministers and President of the Lao People's Democratic Republic. He made many important contributions to the building of the Lao People's Revolutionary Party and the building of a peaceful and independent Lao People's Democratic Republic. In response to the objective requirements of the revolutions of Vietnam and Laos after regaining national independence, from July 15 to 18, 1977, a high-ranking delegation of the Party and Government of Vietnam led by General Secretary Le Duan and Prime Minister Pham Van Dong paid an official friendship visit to the Lao People's Democratic Republic (LPDR).

During this special visit, on July 18, 1977 , the two sides agreed to sign a number of treaties and issued a joint statement to strengthen trust and long-term cooperation between the two countries, including the Treaty of Friendship and Cooperation between the Socialist Republic of Vietnam and the Lao People's Democratic Republic . This is a treaty of special importance, a vivid symbol of the special relationship between Vietnam - Laos, Laos - Vietnam in the new revolutionary period.

Construction of the new Lao National Assembly building began in July 2018 on the site of the old National Assembly building at That Luang Square - the center of Vientiane. The project has a total investment of nearly 112 million USD and was inaugurated in August 2021.

In response to the need to elevate trade and investment relations commensurate with the special solidarity relationship between Vietnam and Laos, the Vietnamese Government has chosen the Bank for Investment and Development of Vietnam (BIDV) and the Lao Government has chosen the Bank for Foreign Trade of Laos (BCEL), the two leading state-owned banks of the two countries, to carry out a joint venture to contribute capital to establish the Lao-Vietnam Joint Venture Bank (LaoVietBank) in Laos.

On June 22, 1999 , LaoVietBank officially opened and began operations, creating an important historical milestone. The birth of LaoVietBank not only established a financial-banking institution among credit institutions in Laos, but also operated both business and carried out political tasks as a "bridge" between the two economies of Vietnam and Laos, contributing to fostering the special solidarity and friendship between the two peoples.

Permanent Deputy Prime Minister Nguyen Tan Dung and Deputy Prime Minister of the Lao People's Democratic Republic Somsavat Lengsavat cut the ribbon to inaugurate the Laos-Vietnam Joint Venture Bank in Vientiane in 1999.
