Following the successful August Revolution of 1945, the newly established Democratic Republic of Vietnam faced countless difficulties and challenges. To encourage and motivate the entire Party, the entire people, and the entire army to successfully carry out the protracted, all-encompassing resistance war, at the initiative of President Ho Chi Minh, on March 27, 1948, the Central Committee of the Party issued a directive launching the patriotic emulation movement, which stated that "The purpose of patriotic emulation is to ensure the swift victory of the resistance war and the rapid success of national reconstruction."

On June 11, 1948 , President Ho Chi Minh issued the Call for Patriotic Emulation, launching a nationwide patriotic emulation movement. President Ho Chi Minh's Call for Patriotic Emulation was disseminated as a rallying cry, urging compatriots and soldiers throughout the country to unite, develop self-reliance and self-strength, and cultivate national pride and self-respect. They overcame all sacrifices and hardships, striving to contribute their strength and resources to the glorious revolutionary cause of the Party and the nation.

In every stage of the revolution, under the leadership of the Party, the patriotic emulation movement has always contributed to inspiring, uniting, and motivating the people and soldiers nationwide to dedicate themselves wholeheartedly to the cause of resistance and national construction.

During the period of building socialism and the struggle for national reunification (1955-1975), many vibrant volunteer and emulation movements took place in the North, such as the "Three Ready" movement among youth, the "Three Capable" movement among women, the "Coastal Wave" movement in industry, the "Great Wind" movement in agriculture, the "Bac Ly Drum and the Two Goods emulation movement" in education, ... harmonizing with movements in the South such as the "Five Volunteers" movement, the "Long-Haired Army", the "Flagbearer" movement, ... contributing to glorious victories in the struggle for national liberation as well as in the current period of national construction and development. And from these patriotic emulation movements, new people, exemplary role models for a new society, were formed.

With the theme: “Competing in innovation and creativity, accelerating progress to bring the country into an era of strong, civilized, and prosperous development,” the 11th National Congress of Patriotic Emulation will assess the results of the implementation of patriotic emulation movements and commendation work during the 2021-2025 period; and set goals, directions, and tasks for the patriotic emulation movement and commendation work during the 2026-2030 period.

The Congress will commend and honor heroic individuals and collectives, national emulation fighters, exemplary advanced models, and outstanding examples in patriotic emulation movements at each level, in each sector, and in all fields, especially key areas that are being vigorously implemented; selecting the right people, the right work, and the right achievements to spread throughout society.

Furthermore, the congress will launch an emulation movement for the period 2026-2030, creating a strong momentum, arousing patriotism and solidarity to promote innovation, creativity, and improve labor productivity and work efficiency in order to successfully implement the socio-economic development tasks of the country and the Resolution of the 14th National Congress of the Party.

The Congress took place on December 26th and 27th in Hanoi with 2,223 delegates attending, including 2,025 official delegates and 198 invited guests. Among them, the youngest delegate was 11 years old ; the oldest delegate was Ms. Nguyen Thi Binh , Labor Hero and former Vice President of Vietnam.

The National Emulation Congress is a festival for the entire nation, regardless of age, religion, region, etc., and is proof of the great national unity of all people participating in patriotic emulation.

At the 9th National Emulation Congress of the Banking Sector, held on November 24, 2025 in Hanoi, Deputy Governor of the State Bank of Vietnam, Pham Quang Dung, launched the emulation movement throughout the sector for the period 2026-2030 with the theme " The banking sector emulates innovation, creativity, and pioneering spirit as it enters an era of strong, civilized, and prosperous development with the nation." The entire sector is entering a new phase of emulation, uniting to strive for excellence and comprehensively fulfilling all assigned tasks, developing a modern, safe, efficient, and sustainable banking system that meets the requirements of the country's reform in the new era.

As the oldest bank in the Vietnamese banking system, BIDV has consistently pioneered emulation movements launched by the Government and the banking sector for over 68 years. The results of its efforts in implementing these emulation movements throughout the system have been recognized and awarded numerous prestigious titles by the Party, State, Government, and the banking sector. In summarizing the banking sector's emulation movement for the period 2020-2025, BIDV was honored to receive various forms of commendation and recognition for outstanding achievements by the system and individuals/units.

During the years of resistance against the US, there was a patriotic emulation movement called "Three Ready" among young people. This movement transformed patriotism from an emotion into a concrete, decisive, and organized system of action.

Impressed by this movement, in an interview with the Investment and Development Newsletter (issue 331, May 2025), Deputy General Director and Chairman of the Trade Union Tran Phuong shared that: if I had to define a "Three Ready" for BIDV employees today, for me, it would be: Ready to transform ; Ready to master science and technology; and Ready to serve the community and society .

These spirited attitudes – if spread throughout the system, nurtured in the right environment, and concretized through the right actions – will become an uninterrupted flow, continuing the patriotic emulation movement among every BIDV member.

The 11th National Congress of Patriotic Emulation among Workers, Public Employees, and Laborers took place on October 26, 2025, in Hanoi.

At the Congress, 80 outstanding exemplary individuals and groups were honored, including 37 collectives and 43 individuals. With outstanding results in her work and patriotic emulation activities, Ms. Do Thi Thanh Huyen – Director of the Corporate Customer Management Department of BIDV – was the only trade union member from the banking sector to be honored at the Congress.
