BIDV Youth Union in Implementing the Grassroots Democracy Regulations

The voice of youth in building a democratic and professional work environment holds strategic significance.

Ensuring the implementation of democratic regulations at the grassroots level is not the sole responsibility of any single organization or individual, but rather that of all agencies, units, organizations, and individuals throughout society.

Innovating Branch Activities at the Youth Union Agency Branch

Ensuring the implementation of democracy at the grassroots level has long been affirmed as a shared responsibility of the entire system, particularly codified through the Law on the Implementation of Democracy at the Grassroots Level (effective as of July 1, 2023). At BIDV, this philosophy goes beyond regulatory documents and has been integrated into practical governance. With the issuance of Regulation 1256 at the end of 2023, BIDV has established a solid legal framework and formed a dedicated Steering Committee to oversee, guide, and ensure the principle of “Party leadership – Government implementation – Supervision by political and social organizations.”

At BIDV, youth members account for nearly 40% of the total workforce. They are the ones directly operating business units, interacting with customers, and are also the most tech-savvy and innovative. Therefore, the voices of young people in building a democratic and professional work environment hold strategic significance.

Given this situation, the BIDV Youth Union plays a particularly important role in: promoting and spreading a spirit of democracy within the workplace; representing and voicing the concerns of young employees at BIDV; and participating in building a democratic, modern, and professional work environment.

Significant Changes

In recent years, the Youth Union’s activities at BIDV have undergone significant transformation, closely aligning with political tasks and professional operations. No longer merely superficial campaigns, the Youth Union has become a “go-to platform” for members to express their views and contribute their ideas.

Most notably, it has played a pioneering role in innovation campaigns and process improvements. In the 2022–2025 term alone, BIDV’s youth have contributed over 1,400 initiatives and ideas; many of these projects have been honored at the central and sectoral levels, affirming the Youth Union’s role as a “filter” for young talent in the Bank’s sustainable development.

Notably, the “Youth and Leadership” forums have become a distinctive cultural feature at BIDV. Here, barriers between management and staff are broken down, replaced by open dialogue where young employees can directly voice their concerns and offer suggestions for business operations and internal governance. The inclusion of the Secretary of the BIDV Youth Union in the Steering Committee for the Implementation of the Bank’s Democratic Regulations is the clearest evidence of the trust placed by the Party Committee and the Leadership in the next generation.

Toward Substance and Depth

Although notable results have been achieved, reality shows that some members still view the implementation of the Democratic Regulations as an “administrative” matter and have not yet taken a proactive role in their critical functions. To address this, in the coming period, the BIDV Youth Union has identified the need to implement a comprehensive set of solutions.

Accordingly, the Youth Union will focus on raising awareness through specialized forums, closely tied to professional ethics and banking culture. Instead of traditional methods, the Youth Union will promote the use of digital technology to diversify feedback channels, ensuring anonymity and objectivity. Establishing a strict cooperation protocol between the Youth Union, the Party Committee, unit leadership, and the labor union will be the “key” to transforming these opinions and concerns into concrete, practical policies for employees.

Focusing on raising awareness through in-depth meetings

In particular, Party cadres will focus on raising awareness through training in dialogue skills, critical thinking, and a deep understanding of state administration as well as banking operations. The ultimate goal is to build a model of young BIDV cadres who are “both politically committed and professionally competent,” leading the way in upholding discipline and transparency, so that every member truly becomes a cultural ambassador, spreading BIDV’s positive values to customers and the community.

Leveraging the role of the Youth Union in promoting democracy is not merely about protecting workers’ rights; more importantly, it strengthens trust—the most crucial foundation for BIDV to continue affirming its leading position within the national financial system.
