On December 25-26, 2025, in Hanoi, the Vietnam Banking Trade Union solemnly held its 8th Congress of Delegates for the 2025-2030 term.

This is an important political event, a celebration for union members and workers in the banking industry.

Speaking at the Congress, Governor Nguyen Thi Hong expressed her confidence that the new Executive Committee of the Vietnam Banking Trade Union will continue to lead the Vietnam Banking Trade Union and the trade union system at all levels to successfully fulfill the goals and tasks set out in the Congress Resolution for the 2025-2030 term.

Significantly improving the material and spiritual lives of workers.

In her keynote address at the 8th Congress of the Vietnam Banking Trade Union, for the 2025-2030 term, Ms. Nguyen Thi Hong, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Party Committee, and Governor of the State Bank of Vietnam (SBV), acknowledged and commended the comprehensive achievements. Accordingly, the Vietnam Banking Trade Union has comprehensively reformed its leadership and guidance methods at all levels across all aspects of its activities, focusing on thoroughness, decisiveness, and adherence to the Party and State's policies and directions, as well as the guidance of the Vietnam General Confederation of Labor, the Vietnam Trade Union, and the State Bank of Vietnam. Simultaneously, it has promoted proactiveness and flexibility in accordance with the practical situation at each level.

The Banking Trade Union system continues to effectively represent, care for, and protect the legitimate rights and interests of its members and employees. It has significantly contributed to improving the material and spiritual lives of employees in the banking sector. In particular, from 2023 to the present, it has provided support and assistance to many union members and employees in the sector facing particularly difficult circumstances or suffering from serious illnesses, with a total amount exceeding 4,200 billion VND. Patriotic emulation movements have been maintained and effectively promoted, creating a strong ripple effect among union members and employees, fostering initiative and creativity, and promoting a spirit of unity, cooperation, and striving to excellently fulfill assigned tasks.

Notably, the organizational model of the Trade Union system in the banking sector is becoming increasingly refined and developed. Annually, the targets for membership growth and the establishment of grassroots trade unions are consistently exceeded. Recently, in line with the policy of streamlining the organizational structure, the Vietnam Banking Trade Union system has proactively reorganized and significantly reduced its internal structure from three departments to two. Furthermore, it has dissolved trade union organizations in units receiving 100% of their salaries from the state budget, following the directives of the Central Committee and the guidance of the Vietnam General Confederation of Labor. This has created an important foundation for building a lean, flexible trade union system that meets the requirements of modern management in the new context.

As one of the banks prioritizing innovation in trade union activities in the digital age, Ms. Le Thi Thu Ha, Permanent Vice President of the Trade Union of Vietnam Foreign Trade Commercial Bank (Vietcombank), stated that the bank has proposed a "Digital Trade Union" strategy with four H's, signifying a new and stronger meaning: "Decisive Action – Harmonizing Interests – Outstanding Efficiency – Spreading Happiness . " In this strategy, digital transformation is not only about technology but also about mindset and awareness. The trade union must take the lead in comprehensively innovating and applying technology, from managing union members and policies to processes and systems, towards digitalization and greening. Simultaneously, it will strengthen digital communication through images, people, and real work, thereby spreading a positive image of the banking industry.

Mr. Tran Phuong, Chairman of the Trade Union of the Vietnam Investment and Development Bank (BIDV), stated that the digital transformation journey cannot be complete without the presence of women. 65% of initiatives throughout the system are implemented by women, and nearly 49% of personnel involved in information technology projects are female employees. Many initiatives by BIDV's female employees have brought significant value and have been recognized by the Vietnam General Confederation of Labor and other professional organizations with prestigious awards. To further promote the role of BIDV women in the coming period, the BIDV Trade Union has identified the need to enhance the leadership and guidance role of the trade union organization, creating conditions for women to participate in key digital transformation projects. This includes strengthening in-depth training in core technologies such as AI, Big Data, Blockchain, and cybersecurity. Simultaneously, it aims to improve the modern and flexible digital working environment, helping female employees balance work and life.

Comrade Nguyen Dinh Khang, Member of the Central Committee of the Party, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Secretary of the Party Committee, and President of the Vietnam General Confederation of Labor, delivered a speech at the Congress.

While acknowledging the achievements made, Governor Nguyen Thi Hong emphasized that 2026 is the year of the 14th National Congress of the Party and the first year of implementing the 2026-2030 five-year socio-economic development plan. The Party, the National Assembly, and the Government have set high socio-economic development targets for 2026, prioritizing growth, striving for 10% or more while maintaining macroeconomic stability, controlling inflation at around 4.5%, ensuring major economic balances, and creating a solid foundation for the successful implementation of the 2026-2030 five-year socio-economic development plan. Therefore, the tasks of the banking sector in 2026 and the entire period ahead are very challenging.

To contribute to the successful completion of the political tasks assigned to the entire banking sector, Governor Nguyen Thi Hong proposed that, immediately after the congress, the new Executive Committee should begin developing a work program for the term and assigning specific tasks to its members to comprehensively lead and direct the activities of the Vietnam Banking Trade Union and trade unions at all levels within the banking sector, contributing to the successful implementation of the Resolution of the 8th Congress, term 2025-2030.

Strengthening digital transformation and promoting the application of science and technology.

Furthermore, the new Executive Committee needs to focus on widely disseminating the resolutions and documents of the Party, and the directives of the Vietnam General Confederation of Labor and the Vietnam Trade Union. It should strengthen the organization of political and ideological education and training for union members to encourage and motivate cadres, union members, and workers to continuously improve their professional ethics, enhance their professional skills and expertise, and promote the application of science and technology in carrying out assigned tasks. This will contribute to building and developing a high-quality workforce of bank officials.

The new term of the Vietnam Banking Union focuses on further improving the care and protection of the legitimate rights and interests of its members and employees. It will concentrate on implementing programs and activities that bring practical benefits to its members and employees, especially female members and those in difficult circumstances. It will strengthen supervision to ensure the effective implementation of grassroots democracy regulations, promote regular dialogue and collective bargaining to promptly address the concerns and requests of its employees.

At the same time, proactively adhere to the directives of Party committees at all levels, and leverage professional coordination to organize and implement emulation movements effectively and comprehensively, closely linked to the fulfillment of the unit's and the banking sector's key tasks.

"With high political determination and a spirit of innovation, I am confident that the new Executive Committee of the Vietnam Banking Trade Union will continue to lead the Vietnam Banking Trade Union and the trade union system at all levels to successfully fulfill the goals and tasks set out in the Resolution of the Congress for the 2025-2030 term," Governor Nguyen Thi Hong emphasized.

In light of the achievements and proposed solutions for the new phase, Comrade Nguyen Dinh Khang, Member of the Central Committee of the Communist Party of Vietnam, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Secretary of the Party Committee, and President of the Vietnam General Confederation of Labor, affirmed that this is a testament to the spirit of solidarity and responsibility of the trade unions at all levels in the banking sector and the staff, union members, and workers throughout the banking industry. This is especially significant as the Trade Union Congresses at all levels are taking place in the context of our country being on the threshold of a new era, an era of national development and progress.

After more than 40 years of reform, the country's foundation, potential, position, and international prestige have been elevated to a new level. Major decisions by the Central Committee, especially those concerning institutional reform, promoting scientific and technological development, innovation and digital transformation, developing the private economy, and strengthening foreign relations and international cooperation, have created opportunities and momentum for growth. Along with the country's centenary goals by 2030 and the vision to 2045, new and higher demands are placed on each sector, each locality, and the entire political system. For the Trade Union organization, this requires continued strong innovation in its model, content, and methods of operation, enhancing its representative capacity and better fulfilling its role in protecting the legitimate rights and interests of its members and workers, adapting promptly to the changing realities of the coming period.

Therefore, Comrade Nguyen Dinh Khang noted that, in the process of developing resolutions and action programs to implement the resolutions of the Vietnam Banking Trade Union Congress, all levels of banking trade unions need to focus on effectively representing and protecting the legitimate rights and interests of union members and workers in the context of digital transformation. They should improve the quality of participation in the development of policies and laws related to workers, taking into account the specific characteristics of the industry. They should proactively research and propose policies to support training and retraining in digital skills for workers. In collective bargaining agreements, clauses beneficial to workers should be included to ensure their right to digital transformation training, helping them quickly adapt and master technology to secure stable and long-term employment.

The banking sector is one of the pioneering industries in digital transformation. Digital transformation in the banking industry is not simply about applying new technologies, but about changing the entire business model, strategy, and culture of the bank on a foundation of technological innovation. Union members and employees in the banking sector must actively learn to be proficient in using digital skills. Therefore, the Vietnam Banking Union needs to improve the quality of its union officials. This is considered an urgent requirement. Every union official and every union member needs to be aware of their requirements and responsibilities to constantly learn, innovate, and actively participate in the "digital literacy movement," mastering technology to become "pioneering fighters" of digital technology in the new era…, Comrade Nguyen Dinh Khang emphasized.

Listening attentively and respectfully absorbing the directives at the Congress, Comrade Pham Tien Dung, Member of the Standing Committee of the Party Committee, Deputy Governor of the State Bank of Vietnam, and Chairman of the Vietnam Banking Trade Union, affirmed that the Vietnam Banking Trade Union will continue to innovate the content and methods of operation of trade union organizations at all levels to better fulfill its role as a representative organization and a reliable support for workers in the banking industry, while simultaneously caring for and protecting the legitimate rights and interests of trade union members and building harmonious, stable, and progressive labor relations in the banking industry.
