Thoroughly study the mechanisms and policies to be applied uniformly to expressways during the 2026–2030 period
The Government Office issued Document No. 8941/VPCP-CN dated August 30, 2026, to the Ministry of Construction, conveying the guidance of Deputy Prime Minister Pham Gia Tuc regarding the submission of a mechanism and policies to be applied uniformly to expressways for the 2026–2030 period.

The document states: Having reviewed the report from the Ministry of Construction (Document No. 13488/BXD-KHTC dated August 24, 2026) regarding the submission of mechanisms and policies to be uniformly applied to expressway routes for the 2026–2030 period, Deputy Prime Minister Pham Gia Tuc has instructed the Ministry of Construction to incorporate the opinions of the Ministry of Justice, the Ministry of Finance, and relevant agencies, and to thoroughly study current legal provisions on the state budget, public investment, and public-private partnership (PPP) investment, construction, bidding, planning, minerals, and land… to specifically identify any difficulties or obstacles (if any).
In cases where it is necessary to broadly apply special mechanisms and policies already authorized by competent authorities for specific projects, the Ministry of Construction must comprehensively summarize and assess their impacts and implement them in strict accordance with the proper procedures, procedures, and authority in issuing policies, ensuring consistency and fairness in law enforcement, and establishing a clear legal basis to accelerate the implementation of expressway projects in particular and key national infrastructure projects in general.
In a report submitted to the Government on August 24, 2026, the Ministry of Construction noted that many special mechanisms and policies have been authorized by the National Assembly for repeated application in projects with similar characteristics. Requiring each project to submit a separate resolution to the National Assembly for the application of essentially the same mechanisms and policies prolongs the investment preparation process and may lead to inconsistent treatment among similar projects.
To accelerate implementation, mobilize resources, and promote decentralization and devolution of authority for expressway projects, the Ministry of Construction recommends that the Government issue a unified decision to apply certain special mechanisms and policies from the Ring Road 5 project to all expressway projects funded through public investment during the 2026–2030 period./.
