Circular No. 14/2025: BIDV pioneers in deploying financial and technological solutions for Da Nang Free Trade Zone
On June 22, 2025, Da Nang City held a ceremony to announce the Prime Minister's Decision on the establishment of Da Nang Free Trade Zone - the first free trade zone in Vietnam. This event affirms Da Nang City's determination to realize the Government's orientation in creating a new development driving force for the national economy, with the vision and aspiration to make Vietnam an important link in the global supply chain network in the integration period.

In the spirit of accompanying the People's Committee of Da Nang City to successfully implement the Free Trade Zone model, within the framework of the program, Mr. Le Ngoc Lam - General Director of BIDV - shared BIDV's specific action plans. Accordingly, BIDV commits to mobilizing maximum financial, human and technological resources to contribute to the development and successful operation of the Da Nang Free Trade Zone, comprehensively demonstrating in the fields of investment attraction, financial technology and ESG practices.

BIDV will promote the role of Vietnam's leading commercial bank, actively coordinate with the city government in areas that have a major impact on the operation of the Free Trade Zone, including: (i) Promoting the role of a bridge between domestic investors, foreign investors and the city government, through providing flexible financial products, preferential interest rates, and specialized investment support services; (ii) Coordinate to promote the application of digital payment platforms, cash flow management systems and integrated banking services, connecting with the systems of state management agencies, ensuring speed - transparency - and global connectivity in financial transactions in the Free Trade Zone; (iii) Connecting and developing a multi-industry ESG partner ecosystem for the Free Trade Zone, creating effective capital access mechanisms for businesses, implementing incentive packages to promote ESG practices, and aiming for green development are attractive highlights for the Da Nang Free Trade Zone.
BIDV has also announced a preferential policy framework for investors in the Da Nang Free Trade Zone with specialized service streams, streamlined procedures, short-term, medium- and long-term credit incentives as well as product and service policies that comprehensively meet the production and business needs of domestic and foreign investors.
At the event, BIDV and its technology partner, CEH Information Technology Services Co., Ltd., and the Customs Branch of Region 12, exchanged a "Memorandum of Understanding on cooperation in supporting the development of smart customs monitoring application solutions" to contribute to solving the problem of automating customs clearance procedures and customs monitoring in the Free Trade Zone, realizing the city government's expectation of forming a modern, smart, and highly competitive economic ecosystem in the region.
Representatives of BIDV and CEH Information Technology Services Company Limited jointly exchanged a memorandum of understanding on cooperation in building a smart customs surveillance system with the Customs Branch of Region 12.
Previously, on May 23, 2025, BIDV and the People's Committee of Da Nang City signed a "Memorandum of Understanding on cooperation in developing financial technology solutions for Da Nang Free Trade Zone". With a pioneering, creative and proactive spirit, BIDV is implementing specific action programs to join hands in building a dynamic, smart and sustainable Da Nang Free Trade Zone - a symbol of the spirit of integration and development aspirations of Vietnam in the new era.
