Continuing to improve the legal framework for cashless payments

The State Bank of Vietnam has just issued a Decision on the issuance of a plan to draft a Decree amending and supplementing a number of articles of Decree No. 52/2024/ND-CP of the Government regulating cashless payments.

According to the Decision, the Payment Department is the lead unit in drafting the Decree, in coordination with relevant units such as the Legal Department, the International Cooperation Department, the Information Technology Department, the Monetary Policy Department, and other units under the State Bank. The draft dossier includes a submission to the Government, a draft Decree, a report summarizing the implementation of the law, a comparison and explanation of the amended content, along with documents evaluating administrative procedures, task delegation, and the impact on innovation and digital transformation (if any). The deadline for completing the draft dossier is March 30, 2026.

Once finalized, the draft Decree will be publicly posted on the State Bank's electronic information portal and widely circulated for comments from ministries, agencies, organizations, entities directly affected, and relevant units within the State Bank, with completion expected by June 30, 2026. At the same time, the State Bank will organize communication about the draft Decree throughout the consultation process until it is submitted to the Government for issuance.

Based on the comprehensive compilation, acceptance, and explanation of all comments, the State Bank will submit the draft Decree for review and completion by the Ministry of Justice and report to the competent authority, striving to submit it to the Prime Minister for signing and promulgation in 2026.

The development of the Decree amending and supplementing Decree No. 52/2024/ND-CP aims to further improve the legal framework on cashless payments, meeting the requirements of scientific and technological development, innovation, and digital transformation in the banking sector.
