Issuance of the Action Program to Implement Resolution 80-NQ/TW on the Development of Vietnamese Culture
The Government issued Resolution No. 30/NQ-CP on February 24, 2026, promulgating the Government's Action Program to implement Resolution No. 80-NQ/TW dated January 7, 2026, of the Politburo on the development of Vietnamese culture.

The objective of the Program is to institutionalize and fully implement the views, objectives, tasks, and solutions set out in Resolution No. 80-NQ/TW dated January 7, 2026, of the Politburo on the development of Vietnamese culture.
At the same time, it defines specific tasks for ministries, sectors, and localities to develop action plans, organize synchronous implementation, inspect, supervise, and evaluate the implementation of Resolution No. 80-NQ/TW so that cultural development truly becomes a solid foundation and endogenous strength of the nation, contributing to rapid and sustainable development, toward the goals of the 100th anniversary of the Party's founding and the 100th anniversary of the nation's founding, while also forming a culture worthy of a developed country, oriented toward socialism, with a glorious cultural and literary tradition spanning thousands of years, making a worthy contribution to the flow of human civilization.
8 groups of tasks
Adhering closely to the guiding principles of the Politburo, in order to successfully implement the objectives, tasks, and solutions set forth in Resolution No. 80-NQ/TW, in addition to their regular tasks, ministries, ministerial-level agencies, agencies under the Government, and People's Committees of provinces and cities need to specify and organize the implementation of the following 8 groups of tasks:
1. Radically innovate thinking and achieve high consensus in understanding and action to develop culture in the new era.
2. Improve the institutional framework to create strategic breakthroughs and unlock resources for cultural development.
3. Focus on building well-rounded Vietnamese citizens and creating a civilized cultural environment for the people.
4. Innovate cultural management approaches towards a constructive and service-oriented direction; promote the application of science, technology, innovation, and digital transformation to create a breakthrough momentum for cultural development.
5. Build a cultural ecosystem that promotes creativity, in which businesses are the driving force, people are both the subjects and the center, and cultural resources are identified and treated appropriately.
6. Promote the development of cultural industries, cultural markets, and positioning of national brand cultural products, linked to the development of cultural tourism.
7. Mobilize and effectively utilize resources, develop infrastructure, and enhance the quality of cultural human resources to meet the demands of the new era.
8. Proactively and actively integrate internationally in the cultural sphere, promote the values of Vietnamese culture, absorb the essence of world culture, and contribute significantly to increasing the country's soft power.
Thoroughly understand and deeply recognize the role and driving force of culture in national development; promote the core and influential role of artists and intellectuals.
Regarding the need for a strong innovation in thinking and a high level of unity in understanding and action to develop culture in the new era, the Resolution requires ministries, sectors, and localities to:
- Thoroughly, deeply, and comprehensively understand the fundamental role, endogenous strength, and breakthrough driving force of culture in national development; the view that cultural development is on par with political, economic, and social development, linked to building cultural security, human security, and digital cultural sovereignty. Enhance the role and responsibility of heads of Party committees and leaders at all levels in implementing cultural development tasks. Emphasize the role of people as the center, subject, goal, and driving force of development. Create favorable conditions and mobilize social resources for cultural development.
- Focus on cultural factors in every idea, every stage of planning, impact assessment, policy formulation, and implementation from the central to provincial and commune levels. The cultural context must be defined simultaneously with the political, economic, and social contexts so that it permeates the development strategies, plans, proposals, and projects of ministries, agencies, and localities; ensuring synchronization and mutual support with breakthrough policies and solutions in economics, education, science, technology, and digital transformation.
- Regularly, continuously, and effectively propagate the Party's guidelines and policies on the role and position of culture in the rapid and sustainable development of the country, as well as the State's goals, policies, and breakthrough solutions for cultural development, in which revolutionary press plays a pivotal role, prioritizing the use of modern, wide-reaching forms of communication, especially digital communication.
- Seek out, discover, and replicate examples of good people and good deeds, emphasizing education on cultural values, national values, family values, and Vietnamese human standards.
- Build a clean information environment, guide healthy and progressive tastes, promote the nation's cultural identity to the world, and at the same time absorb the essence of human culture, in which artists, intellectuals, cultural workers, entrepreneurs, folk artists, influential and reputable people, and religious leaders play an important role, leading by example and serving as the nucleus of dissemination.
Taking cultural heritage as the center and digital cultural resources as a strength to preserve and sustainably develop cultural values
Regarding the task of building a cultural ecosystem and promoting creativity, the Resolution requires:
- Developing an innovative ecosystem in the cultural field with Vietnamese identity, linking research, creation, production, and business of cultural products and services with creative startups and the application of new technologies; organizing national-level cultural-technology innovation programs, competitions, and festivals. Form a modern cultural audience connected to the digital environment and innovation.
- Establish cultural innovation centers - digital content creation centers, and innovative start-up centers. Orient towards building a regional creative product market, with the goal of forming "regional creative centers" linked to major cities, key tourist areas, and creative communities to help enhance the connectivity of domestic and international creative value chains.
- The State supports and guides the formation of digital cultural platforms, digital content creation spaces, and creative environments for communities of enterprises and organizations producing and supplying cultural products and services through networking and exchange activities. Mobilize the participation of enterprises to promote cultural innovation, especially enterprises in the cultural and entertainment industries.
- Take cultural heritage as the center and digital cultural resources as the strength, aiming to preserve, promote, and sustainably develop cultural values for future generations. Develop the model "Each heritage - One story - One digital product - Vitality from tradition to modernity." Establish "digital culture," "open museums," "mobile theaters," and "digital libraries" that are friendly to all ages, maintain the constant presence of cultural values in the community, and ensure that heritage is preserved and developed in contemporary life.
- Forming a number of heritage cities, developing heritage economy, contributing to the completion of the cultural ecosystem. Building and developing the model "Heritage leads economic development" in world heritage sites and a number of heritage cities: Hanoi, Quang Ninh, Ninh Binh, Hue...
- Promote the development of cultural products, handicrafts, and typical rural industrial products that embody Vietnamese cultural identity, have commercial potential, and expand the market; link the preservation and promotion of traditional cultural values with innovation in technology, design, and product models.
- Research, develop, and establish a system of geological parks; promote geological tourism and cultural-educational products linked to geological heritage.
- Create a favorable and open environment for experts, intellectuals, talented artists, and gifted students in the fields of culture and arts to be nurtured, trained, creative, dedicated, and developed. Recognize, rank, and reward artists, researchers, art lecturers, and talented individuals who have made outstanding contributions to the cause of cultural development.
