Leaders and former leaders of BIDV through the periods
The history of BIDV's establishment and growth is the history of a financial and banking institution associated with the development history of the country over nearly seven decades. These are difficult and challenging journeys, but also full of courage, will and proud achievements. In that common achievement, there are important contributions from the Directors, General Directors, and Chairmen of the Board of Directors of BIDV through the periods. We would like to respectfully introduce the portraits of the senior leaders of the system from 1957 to present.
Mr. Trinh Huy Quang
- Director of Vietnam Construction Bank (1957 - 1959)
- He was born in 1909
- He was a Pre-uprising cadre. Former Secretary of the Provincial Party Committees of Thanh Hoa and Khanh Hoa Provinces; Former Member of the Inter-Zone V Party Committee. In December 1956, he was appointed Director of the Central Department of Capital Allocation for Basic Construction under the Ministry of Finance. From April 1957 to 1959, he was Director of the Vietnam Construction Bank. After that, he transferred to the Ministry of Foreign Affairs and was the Ambassador Extraordinary and Plenipotentiary of the Democratic Republic of Vietnam to the Democratic People's Republic of Korea.
Mr. Do Trong Kim
- Director of Vietnam Construction Bank (1959 - 1962)
- He was born in 1917
- He was the Director of the Vietnam Construction Bank from 1959 to 1962. From 1963, he was appointed by the Government to be the first Principal of the Central Bank University of Finance and Accounting - the predecessor of today's Academy of Finance.
He has contributed to training many generations of staff for the Construction Bank and the Vietnamese finance and banking sector.
Mr. Phan Minh Tue
- Director of Vietnam Construction Bank (1962 - 1975)
- He was born in 1922
- Was a pre-uprising cadre, participated in seizing power in Dong Mo - Lang Son.
During his 13 years as Director, he was always interested in training talented and virtuous staff of the Vietnam Construction Bank. He was also the one who always raised the slogan: Considering partner units as companions of the Bank. He was a person with great contributions to the history of construction and growth of the Vietnam Construction Bank during the period when the whole country carried out two strategic tasks: Building socialism in the North and supporting the Southern Revolution to fight for the complete liberation of the South and unification of the country.
Mr. Pham Mai
- Director of Vietnam Construction Bank (1976 - 1981)
- He was born in 1921
- From 1958 to 1962, he was Deputy Head of the Accounting Regime Department - Ministry of Finance. In 1976, he was appointed Director of the Vietnam Construction Bank. He was a great contributor in building a network of branches in the southern region after the country's reunification. When the Vietnam Construction Bank was transformed into the Vietnam Investment and Construction Bank under the State Bank of Vietnam, he stayed to work at the Ministry of Finance.
Mr. Pham Hoc Lam
- Deputy General Director of the State Bank of Vietnam and Director of the Bank for Investment and Construction of Vietnam (1981 - 1985)
- He was born in 1930
- He graduated from university and defended his doctoral thesis in the Soviet Union. He was a National Assembly delegate of the 5th, 6th and 7th terms.
In 1976, while serving as Deputy Director of the Central Bank of Economics, he was assigned to be the first Director of the Ho Chi Minh City Construction Bank branch from the very first day of its establishment. He also directly directed and implemented the establishment of Construction Bank branches in the Eastern and Western regions of the South... to serve the economic recovery and reconstruction of the country after liberation.
In 1980, he was appointed Deputy Minister of Finance.
From 1981 to 1985, he was appointed Deputy General Director of the State Bank of Vietnam and Director of the Bank for Investment and Construction of Vietnam. From 1986 to 1991, he was Vice President of the International Investment Bank (MIB) in the Soviet Union.
Mr. Le Trong Khanh
- Deputy General Director of the State Bank of Vietnam and General Director of the Bank for Investment and Construction of Vietnam (1985 - 1989)
- He was born in 1932
- He was a first-year student at the National Economics University. From 1985 to 1989, he was Deputy General Director of the State Bank of Vietnam and Director of the Vietnam Construction and Investment Bank. After that, he was General Director of the Vietnam Bank for Agriculture.
Mr. Chu Van Nguyen
- Chairman of the Board of Directors, General Director of Vietnam Construction and Investment Bank (1989 - 1990)
- He was born in 1935
- In 1981, he was Deputy Director of the Bank for Investment and Construction of Vietnam. In 1989, he was Chairman of the Board of Directors and General Director of the Bank for Investment and Construction of Vietnam until early 1990.
He was instrumental in reorganizing the branch system of the Bank for Investment and Development of Vietnam in 1989-1990 through the establishment of Investment and Development Departments. At the end of 1990, he was appointed Deputy Governor of the State Bank of Vietnam.

Mr. Nguyen Van Doan

- He was born in 1937
- In October 1962, he started working at the Bank for Construction of Vietnam. From July 1979 to 1988, he was Deputy Director of the Bank for Construction of Vietnam / Bank for Investment and Construction of Vietnam. From 1989 to 1990, he was Deputy General Director of the Bank for Investment and Construction of Vietnam. From 1990 to 1996, he was appointed Chairman of the Board of Directors and General Director of the Bank for Investment and Development of Vietnam. From 1996 to 1998, he was Chairman of the Board of Directors.
Mr. Trinh Ngoc Ho
- Member of the Board of Directors, General Director of the Bank for Investment and Development of Vietnam (September 1996 - April 2003)
- He was born in 1943
- In 1969, he started working at the Vietnam Construction Bank. He successfully defended his doctoral thesis in Bulgaria. From 1984 to 1989, he was Deputy Director/Deputy General Director of the Vietnam Construction and Investment Bank. From 1989 to 1990, he was Deputy General Director of the Vietnam Construction and Investment Bank. From 1990 to 1996, he was Deputy General Director of the Vietnam Development and Investment Bank. In September 1996, he was appointed Member of the Board of Directors, General Director of the Vietnam Development and Investment Bank. He was Chairman of the Vietnam Banking Association from 1999 to 2003.
Ms. Phung Thi Van Anh
- Chairman of the Board of Directors of the Bank for Investment and Development of Vietnam (1998 - 2003)
- She was born in 1947
- In 1969, she started working at the Bank for Construction of Vietnam. From 1991 to 1998, she was Deputy General Director of the Bank for Investment and Development of Vietnam. From 1998 to June 2003, she was Chairwoman of the Board of Directors of the Bank for Investment and Development of Vietnam.
Mr. Vu Quoc Sau
- Chairman of the Board of Directors of the Bank for Investment and Development of Vietnam (2003 - 2007)
- He was born in 1947
- In 1971, he started working at the Hai Phong Construction Bank Branch. In 1987, he was the Director of the Hai Phong Investment and Construction Bank Branch. In October 1996, he was appointed Deputy General Director of the Bank for Investment and Development of Vietnam. Since July 2003, he has been the Acting Chairman/Chairman of the Board of Directors of the Bank for Investment and Development of Vietnam.

Mr. Tran Bac Ha
- Chairman of the Board of Directors of Vietnam Joint Stock Commercial Bank for Investment and Development (May 2012 – August 2016)
- He was born in 1956
- In February 1981, he started working at Nghia Binh Construction Bank Branch. In July 1991, he was Director of Binh Dinh Investment and Development Bank Branch. In October 1999, he was Deputy General Director of Vietnam Investment and Development Bank. In May 2003, he was a member of the Board of Directors and General Director of Vietnam Investment and Development Bank. In January 2008, he was appointed Chairman of the Board of Directors of Vietnam Investment and Development Bank. In May 2012, he was Chairman of the Board of Directors of Vietnam Investment and Development Joint Stock Commercial Bank.
- He is also the Chairman of the Association of Vietnamese Investors in Cambodia (AVIC), Laos (AVIL) and Myanmar (AVIM).
Mr. Tran Anh Tuan
- General Director of Vietnam Bank for Investment and Development (January 2008 - May 2012)
- Member in charge of the Board of Directors of Vietnam Joint Stock Commercial Bank for Investment and Development (September 2016 - April 2018)
- He was born in 1958
- In 1981, he started working at Gia Lai - Kon Tum Construction Bank Branch. In July 1989, he was Director of BIDV Gia Lai (Gia Lai - Kon Tum). In September 1999, he was Deputy General Director. In October 2006, he was a member of the Board of Directors.
In January 2008, he was appointed as a member of the Board of Directors and General Director. In May 2012, he was a member of the Board of Directors. Since September 2016, he has been elected as a member in charge of the Board of Directors of the Joint Stock Commercial Bank for Investment and Development of Vietnam.
Mr. Bui Quang Tien

- He was born in 1959
- In 1982, he started working at the State Bank. From 1982 to April 2017, he was the Director of the Payment Department - State Bank. In May 2017, he was a member of the Board of Directors of the Vietnam Joint Stock Commercial Bank for Investment and Development. In May 2018, he was elected to the position of Member in charge of the Board of Directors of the Vietnam Joint Stock Commercial Bank for Investment and Development.
Mr. Phan Duc Tu
- Chairman of the Board of Directors of Vietnam Joint Stock Commercial Bank for Investment and Development (from November 2018)
- He was born in 1964
- In 1987, he started working at Quang Ngai Investment and Construction Bank Branch. In January 1998, he was the Director of Quang Ngai Investment and Development Bank Branch.
In March 2005, he was Director of the Personnel Department - BIDV. In June 2007, he was appointed Deputy General Director of the Bank for Investment and Development of Vietnam. From May 1, 2012, he was appointed Member of the Board of Directors and General Director of the Bank for Investment and Development of Vietnam. From November 15, 2018, he was appointed Chairman of the Board of Directors of the Bank for Investment and Development of Vietnam.
Mr. Le Ngoc Lam
- Member of the Board of Directors and General Director of Vietnam Joint Stock Commercial Bank for Investment and Development (from March 2021)
- He was born in 1975
- In 1997, he started working at BIDV. In March 2009, he was Deputy Director of the Credit Risk Management Department. In October 2010, he was Deputy Director of the Investment and Development Bank of Transaction Office 1. In April 2012, he was Director of the Credit Risk Management Department. In April 2013, he was Director of the Corporate Customer Department. From January 15, 2015, he was Deputy General Director of BIDV. From November 15, 2018, he was Deputy General Director in charge of BIDV's Executive Board. From March 12, 2021, he was a member of the Board of Directors and General Director of BIDV.
