The Banking Sector’s Action Plan for the Continued Promotion and Development of Literature and the Arts

On August 18, 2026, the Governor of the State Bank of Vietnam signed and issued Decision No. 1858/QD-State Bank of Vietnam on the banking sector’s action plan for “continuing to build and develop literature and the arts in the new era.”

This is a concrete step toward implementing Decision No. 2640/QD-TTg dated December 4, 2025, issued by the Prime Minister, which approved the Implementation Plan for Conclusion No. 84-KL/TW dated June 21,2024 by the Politburo, which continues the implementation of Resolution No. 23-NQ/TW dated June 16, 2008, of the Politburo (10th Term) on “Continuing to Build and Develop Literature and the Arts in the New Era.”

Continue to raise awareness and foster a sense of responsibility among officials, civil servants, public employees, and workers in the banking sector—particularly heads of Party committees, Party organizations, and leadership and management personnel—regarding the position, role, and importance of literature and the arts in the cause of building and defending the Fatherland; the principles, objectives, tasks, and solutions for building and developing literature and the arts in the new era;

The plan also outlines coordination with relevant units within the scope of the banking sector’s functions and tasks to help translate the Party’s guidelines and policies into state policies and laws regarding literature, the arts, the literary and artistic community, and the general public; research, apply science and technology, and foster innovation; and promote comprehensive digital transformation in literature and the arts.

Leadership, guidance, and the organization of the implementation of tasks and solutions must closely follow Conclusion No. 84-KL/TW and Decision No. 2640/QĐ-TTg.

In line with the above requirements, the Plan identifies a set of key tasks and solutions, including: (i) Strengthening the Party’s leadership and the role of Party committees and organizations at all levels—particularly their leaders—in the field of literature and the arts. Intensifying propaganda and education efforts to raise awareness of the position and role of literature, the arts, and artists in the cause of building and defending the Fatherland;

(ii) Enhancing the effectiveness and efficiency of state management and strengthening resources for the construction and development of literature and the arts to ensure balance and avoid fragmentation and waste; developing the cultural industry in tandem with building and improving the cultural market. Develop and improve aesthetic education programs for youth, students, and college students in schools;

(iii) Continue to leverage the role of press and media organizations and social media platforms in promoting and introducing literary and artistic works to a wide audience both domestically and internationally. Develop healthy, rich, diverse, and culturally distinctive mass cultural and artistic activities and movements; protect and promote the languages and scripts of Vietnam’s ethnic groups; establish mechanisms and policies to motivate and encourage the general public to play a leading role in creating and enjoying literary and artistic values;

(iv) Strengthen international exchanges and cooperation in literature and the arts.

To implement the tasks and solutions outlined above, the Plan assigns specific responsibilities to units under the State Bank of Vietnam, ensuring unified coordination during implementation, adherence to the schedule, and the achievement of effective results.
