ADB, BIDV and Partners Announce a USD 250 Million Sustainable Loan Facility

On April 13, 2026, in Hanoi, BIDV, the Asian Development Bank (ADB), the Japan International Cooperation Agency (JICA), the Government of Canada, and co-financing partners announced the successful mobilization of a USD 250 million medium- to long-term sustainable financing facility. ADB acted as the mandated lead arranger and book-runner for the facility.

The announcement ceremony was attended by the Ambassador of Canada to Vietnam, Mr. Jim Nickel; ADB Vice-President, Mr. Bhargav Dasgupta; Senior Deputy Director General of JICA, Mr. Shigeo Honzu; and senior representatives from participating Taiwanese commercial banks in the syndicate, including Taipei Fubon, Cathay United Bank, and CTBC.

Representing BIDV, the ceremony was attended by Chief Executive Officer Le Ngoc Lam, Deputy Chief Executive Officer Lai Tien Quan, and other senior executives of the Bank.

Financing Facility to Support Sustainable Agriculture, SMEs/MSMEs, and Women-Owned SMEs

The USD 250 million medium- to long-term sustainable loan facility was initiated under a Memorandum of Understanding (MOU) on sustainable finance between BIDV and ADB, which was signed in the presence of the Prime Minister of Vietnam within the framework of the COP28 Conference. Following a period of negotiations, BIDV successfully drew down the facility in March 2026, aiming to support sustainable agriculture, small and medium-sized enterprises (SMEs), women-owned SMEs, and micro-enterprises in Vietnam. This underscores BIDV’s credibility and capacity in meeting the stringent evaluation criteria of international financial institutions.

Notably, the facility also includes a USD 20 million concessional financing component from the Canadian Climate and Nature Fund for the Private Sector in Asia (CANPA), established in 2024 as a trust fund managed by ADB and supported by a commitment of Can$360 million from the Government of Canada.

Speaking at the ceremony, Mr. Le Ngoc Lam, Chief Executive Officer of BIDV, emphasized the importance and significance of the facility in enabling BIDV to promptly deploy concessional funding to priority sectors aligned with the Government’s sustainable development agenda, such as green agriculture and support for small and medium-sized enterprises (SMEs), including businesses owned or led by women entrepreneurs. This cooperation is particularly meaningful as Vietnam enters a new phase of growth that is not only faster but also more sustainable, inclusive, driven by long-term value creation based on key pillars such as private sector development, the green economy, and the circular economy.

Representing the participating lenders, Mr. Bhargav Dasgupta, Vice President of ADB, shared: “This transaction marks an important step in further strengthening ADB’s partnership with BIDV and advancing climate-smart, inclusive finance in Viet Nam. By combining commercial and concessional resources, mobilizing additional capital, and providing technical assistance, we are enabling BIDV to expand sustainable agriculture financing and increase support for women-owned businesses, helping build a more resilient and inclusive economy”.

Green agriculture and the private sector in Vietnam, while identified as strategic priorities in the country’s development agenda, continue to present contingent risks for commercial banks in delivering practical financial support to clients. The USD 250 million sustainable loan facility, with the participation of leading regional and international financial institutions, not only strengthens BIDV’s financial capacity but also provides technical assistance and international expertise to ensure the effective deployment of funds to eligible clients and projects.

The facility also conveys a strong message of commitment and comprehensive cooperation between BIDV and multilateral and bilateral financial institutions in undertaking concrete actions toward inclusive sustainable development, reaffirming their shared commitment to supporting the Government in achieving its net-zero emissions target.
